REGULAR MEETING MINUTES
Tuesday, February 27, 2024
6:00 p.m.
1. Meeting called to order at 6:04 by President Schendel Director Low leads Pledge of Allegiance.
2. Directors/Guests present: Director Roeder-German not present, remaining members present. No guests.
3. Approval/consent items: Minutes of 1/23/2024 and print out of bills/issued checks. Motion by Director Stradling to approve with a second by Director Low. Motion carried/items approved, no discussion/opposition. (Financial/reconciliation reports deferred to March)
4. Parks
a. Barstow Heights Park— Camera equipment has been received by the installer and scheduled to start on 2/29/2024. Weeds/trash inside fenced area need removal. Carol to contact City or Reyes Landscaping to do work.
b. Venner Park—Cameras can be placed in the restroom area but need to get bids for Internet service in the area. Cost can be covered by pending grant money. There are some lights out at the park.
The Board wants to order “surveillance” notice signs for both parks.
5. Correspondence: Reviewed by President Schendel. No action taken.
6. Office Building and Area: No updates or new events to report.
7. General Manager’s report: No written report this month. Carol shares computer updates with Board and notifies them of Form 700 due date of April.
8. Directors’ Reports (roundtable): Director Low is having a problem with feral cats. Director Stradling promotes the Board moving forward with pickle ball courts. Director Craig notifies Board of break-ins occurring in the upper Heights and encourages Board and community to be mindful of people/vehicles that seem out of place. President Schendel talks about trash that was dumped on the corner of K Street and Windy Pass. He and Director Stradling loaded and disposed of it. Personal information on trash shows the address on Nancy Street.

January 23, 2024 Meeting Minutes

REGULAR MEETING MINUTES
Tuesday, January 23, 2024
6:00 p.m.
1. Meeting called to order at 6:05 by President Schendel Director Craig leads Pledge of Allegiance.
2. Directors/Guests present: Director Low not present, remaining members present. Guest Kenneth Kolbly.
3. Approval/consent items: Minutes of 11/28/2023, reconciliation reports and print out of bills/issued checks. Motion by Director Stradling to approve with a second by Director Craig. Motion carried/items approved, no discussion/opposition.
4. Parks
Reports on both parks received via email from Lucas Crank. Reviewed by Board. No issues to discuss. President Schendel spoke with Vic Keaton who has names of grant writers.
a. Barstow Heights Park— Additional “No soliciting signs” to be provided by President Schendel. Report from Mr. Crank indicates that compost was spread on the grass and improvements are noted.
b. Venner Park—Report from Mr. Crank indicates that urinal repair has been done in the restroom. Also, a large tree that presents a hazard was removed.
5. Correspondence: Reviewed by President Schendel. One item briefly discussed regarding memo from the San Bernardino County Assessor’s Office with estimated income for the District for the current fiscal year.
6. Office Building and Area: Board discusses the need for lighting around the parking lot area. Guest Mr. Kolbly is present and discusses new surveillance cameras and computer. After review of equipment and bid from Mr. Kolbly’s company, motion made by Director Roeder-German to purchase equipment and installation, second by Director Craig, motion carried no opposition. Work will start at the beginning of February.
Auditors report for fiscal year ends 2022 and 2023. Motion to accept a presented by Nigro and Nigro made by Director Roeder-German, second by Director Stradling, motion carried, no opposition.
7. General Manager’s report: Written report sent to Directors prior to meeting (attached) and reviewed. No further discussion required.
8. Directors’ Reports (roundtable): Director Craig mentions break-ins in the upper Heights area. Discussion of future Neighborhood Watch meeting. President Schendel shares that street repairs in lower Heights are being done. No other reports were offered.
9. Executive Session/Personnel GC54957.1: None required.
