REGULAR MEETING MINUTES
Tuesday, September 26, 2023 6:00 p.m.
1. Meeting called to order at 6:03 by President Schendel Director Craig leads Pledge of Allegiance.
2. Directors/Guests present: Director Stradling not present, remaining members present.
Guest Emilda Seese present to address Board.
**** Ms. Seese addresses Board for permission to continue morning sales of pre-cooked/pre-packaged food items. Due to longevity of her setting up in the mornings and permission previously given to conduct her sales, Board agrees to allow sales to continue. She is informed that sidewalk vendor rules were put into place under SB946 in 2018 and those should be reviewed. Guidelines given by Board allow set up between 8am to noon in the mornings, inside fence on parking lot. Motion by Director Roeder-German to allow Ms. Seese to continue set up, second by Director Low, motion passed with no opposition.
3. Approval/consent items: Minutes of 8/22/2023, reconciliation reports and print out of bills/issued checks. Motion by Director Low to approve with a second by Director Craig. Motion carried/items approved, no discussion/opposition.
4. Parks
Reports on both parks received via email from Lucas Crank. Reviewed by Board. No action taken.
    a. Barstow Heights Park— No updates on park. The parking lot re-pavement has been completed; Board is happy with the finished project. The driveway on H Street side of park may be done later. Director Low indicates someone filled up the dumpster on Beryl St. that was not park “trash”. Board notes that vendors selling tacos and another one selling churros have been consistently setting up on the Rimrock side of H Street Park selling items cooked “on-site”. When approached by Board President, individuals present assert language barrier to understanding situation. Code violations noted by Board members, first and foremost, permission not granted by the BHCSD Board, cooking on site, selling unpackaged/opened food items, and congestion in the area have caused traffic issues and concern for pedestrians in the area. San Bernardino County Code Enforcement has been notified with no resolve. Local law enforcement has been notified and area is and will be modified with proper signage denoting “no unauthorized solicitors….” in English and Spanish.
    b. Venner Park—No updates on park. Signs will also be posted at this park.
5. Correspondence: Nothing to address.
6. Office Building and Area: No updates to provide.
7. General Manager’s report: Written report sent to Directors prior to meeting (attached). Regarding Parks’ rules, Carol will submit the list to Directors prior to the next meeting and then prepare a resolution for adoption.
8. Directors’ Reports (roundtable): Director Roeder-German has provided the name of a Grant writer who is interested in working on submitting grants on behalf of the District. Information provided to Carol who will contact her. Director Craig clarifies approval of authorized vendor on Park property.

August 22, 2023 Meeting Minutes

REGULAR MEETING MINUTES
Tuesday, August 22, 2023, 6:00 p.m.
1. Meeting called to order at 6:10 by President Schendel Director Low leads Pledge of Allegiance.

2. Directors/Guests present: Low, Stradling, Roeder-German and Craig (late) all present.
No guests present.

3. Approval/consent items: Minutes of 7/25/2023, reconciliation reports and print out of bills/issued checks. Motion by Director Low to approve with a second by Director Roeder-German. Motion carried/items approved, no discussion/opposition.

4. Parks
Reports on both parks received via email from Lucas Crank. Reviewed by Board. No action taken. for
a. Barstow Heights Park— No updates on park. Basketball hoops need nets. Bids/construction for pickle ball courts to begin (to include canopy). Carol will order some. The parking lot is being redone. Work begins next week. Board notes of three bids requested, two were received and one did not verify prevailing wages. Due to the impending deadline of the entire project plan (Golden State Water pipe removal), any further bids could not be obtained in a timely manner. California Building Evaluation & Construction, Inc will continue with parking lot removal/replacement after pipe removal.
b. Venner Park—No updates on park. Possible parking lot re-paving is being considered.

5. Correspondence: Reviewed. Nothing to address.

6. Office Building and Area: Carol will be looking at computers soon.

7. General Manager’s report: No written report, verbal updates given. Twice a week service with Burrtec has been cancelled. Carol has been providing information and scanning copies of requested documents to the auditor. Revised paperwork for OGALS grant has been submitted to the state. Sign information reviewed with Board. Light pole numbers have been turned in to Edison for bulb replacements. The damaged canopy at Venner still needs addressed.

8. Directors’ Reports (roundtable): No reports offered. Group discussion regarding written communication. Motion by Director Roeder-German to accept written communication decisions via email and/or text, provided ALL directors participate in said communication (to include recent texts re: parking lot). Second by Director Stradling. Motion carried, no discussion or opposition.

9. Executive Session/Personnel GC54957.1: None required.

REGULAR MEETING MINUTES 

Tuesday, July 25, 2023

6:00 p.m.

1.  Meeting called to order at 6:09 by President Schendel who leads Pledge of Allegiance.          

2.  Directors/Guests present: Low, Roeder-German and Craig all present, Director Stradling not present.  No guests present.                                             

3.  Approval/consent items: Minutes of 6/28/2023, reconciliation reports and print out of bills/issued checks. Motion by Director Low to approve with a second by Director Craig. Motion carried/items approved, no discussion/opposition.

4.  Parks

Reports on both parks received via email from Lucas Crank. Reviewed by Board. No action taken.  Reyes Yard Service will clean up around both parks for $400 per month.  Switching every other month.  Carol will order No Parking and No Soliciting signs for fencing near Rimrock.

a.      Barstow Heights Park everything seems fine with the park. Pole lights currently not working to be reported to Edison for replacement.  Flag for this park will be placed inside office fencing.

b.      Venner Park—Board decides not to purchase flag for this park at this time.  Safe place needs to be determined. Reyes Landscaping will do the clean up around the outside of Venner Park. Pole lights currently not working to be reported to Edison for replacement. No other updates

5.  Correspondence:  Letter from SDRMA reviewed and discussed by Board.  Carol will follow up with agency.

6.  Office Building and Area:  No updates to report. 

7.  General Manager’s report:  Written report submitted to Board at meeting. Discussion of Burrtec trash pick-up, twice a week pick up to be canceled as they are now placing and charging for recycling bins per state law.  GSW is preparing for removal of underground pipes which will affect the parking in lot in specific areas.  Discussing of entire resurfacing of park lot held.  Motion by Director Roeder-German to purchase new office computer, second by Director Craig, motion passed, no opposition.

8.  Directors’ Reports (roundtable):  No reports offered.           

9.  Executive Session/Personnel GC54957.1:  None required.
