REGULAR MEETING MINUTES
Tuesday, March 24, 2020
6:00 p.m.

1. Meeting called to order at 5:59 by President Stapp who leads Pledge of Allegiance.
2. Directors present: Gene Low and Jim Stradling. Daryl Schendel not present and excused from meeting. No guests present. Pursuant to Executive order N-25-20 issued by Governor Newsome on 3/12/2020 temporarily suspending the Brown Act, meeting proceeds closed to the public.
3. Approval/consent items:
Minutes of 2/25/2020, financial reports and bills/issued checks. Motion by Director Low to approve with a second by Director Stradling. Motion carried/items approved with no opposition.
4. Correspondence: President Stapp reviews, nothing to address at this meeting. Carol asks for clarification regarding CalPERS, this District is not a participant.
5. Parks:
a. Barstow Heights Park—Fencing repairs were completed by Ellis Fencing today. No crucial issues from Kyle Woolley in message received by Carol.
b. Venner Park—No information provided specific to this park.
Carol to check on the following issues relating to both parks; Wood Chips need to be ordered, status of trees to be planted by City, re-keying of park locks by City and replacement, tightening of nuts, bolts and washers on park equipment.
6. Office building and area: Paint of trim and doors on building was completed. Sign installation to be done next. Carol will check on sign. Al Fiero offered bid to pull weeds around parking lot fence on H Street, decision deferred until weeds are done growing in. Squirrel burrow is by the front door of office. Directors Stapp and Low will handle squirrel elimination which is currently around the park. Regarding old office furniture, if not used by anyone, Carol will contact Senior Thrift store to pick up.
7. Written General Manager’s report was submitted to Board in advance for review. Carol will follow up with Hi Desert alarm regarding new camera and/or upgrade for new communication upgrade. Carol will further research number of parcels in District in reference to possible special election. (copy of report available in the office)
8. Directors’ reports. None given.
a. Director Stradling to complete necessary training classes.
9. Roundtable. None. Restrictions due to COVID-19 will continue to be monitored.
10. Executive Session pursuant to GC 54956.9(A) and GC 54957.1 is not required.
