1. Meeting called to order at 6:04 by President Stapp, Pledge of Allegiance led by President Stapp.
2. Directors present: Daryl Schendel, Gene Low and Jim Stradling. No guests present.
3. Approval/consent items:
Minutes of 5/26/2020, financial reports and bills/issued checks. Motion by Director Low to approve with a second by Director Schendel. Motion carried/items approved with no opposition.
4. Correspondence: President Stapp reviews, correspondence from LAFCO noted and sent for information only.
5. Parks:
a. Barstow Heights Park—
b. Venner Park—
Relating to both parks; Director Low walked through Venner park with Troy Burnett and Al Fiero regarding weed removal and trimming. Currently City of Barstow is only maintaining grass. Motion made by Director Low to hire Troy Burnett for weed removal/trimming, second by Director Stradling, motion approved, no opposition.
Ground covering for parks discussed. Board agrees to further research options and ask City what is used for those parks. Carol will get information
Replacement trees will now need to be planted in the fall due to current hot weather. Prices for fruitless mulberry and pepper trees will be sought.
6. Office building and area: Sign for building still needs put up. Carol will follow up with Gregg Lint and Jerry Linebaugh for bids for installation.
7. Written General Manager’s report was submitted to Board in advance for review. Possible change for Internet provider suggested as Alarm will require upgrade in the future. Registrar of Voters office to be contacted regarding vacancy and possible fill at November election. Carol to contact City for possible July meeting for contract renewal. SDRMA insurance premium is due. Written report to become a part of these minutes.
8. Directors’ reports. None given.
a. Director Schendel to complete sexual harassment training class.
9. Board Officers. After short discussion, officers remain as President Stapp and V.P. Schendel.
10. Off Road area above Linda Vista. Area between I and J Streets has been brought to the attention of the Board. Purposely placed items of damage have been discovered in the area. Will verify who owns the property.
11. Executive Session pursuant to GC 54956.9(A) is not required. GC 54957.1 is called out of order at 6:08 p.m. as Board goes into private session for discussion of General Manager performance evaluation.
a. GM wage: At 6:18 open session continues. Carol is thanked for an excellent job done for the Board and wage is increased to $23 per hour effective 6/23/2020.
