REGULAR MEETING MINUTES (approved 11/23/2020)

Wednesday, October 28, 2020
6:00 p.m.
1. Meeting called to order at 6:09 by President Stapp who leads Pledge of Allegiance.
2. Directors present: Daryl Schendel, Gene Low and Jim Stradling. Guest Kyle Woolley present.
3. Approval/consent items: Minutes of 9/22/2020, financial reports and bills/issued checks. Motion by Director Schendel to approve with a second by Director Low. Motion carried/items approved with no opposition.
4. Correspondence: President Stapp reviews and defers to end of meeting. **
5. Parks:
City Contract: Kyle Woolley presents signed contract with City to Board for approval. Discussion held. Contract items mostly remain as previously written with the increase in maintenance costs the City can cover, and the contract is up for renewal in five years. Motion by Director Stradling to approve contract as presented, second by Director Low. Motion carried/approved with no opposition.
a. Barstow Heights Park— Squirrel issues were addressed by President Stapp and Director Low both in the park and around the office complex. More supplies will be needed soon, Carol will check on ordering. Three 55-gallon trees will be planted starting next week to replace previously damaged ones. Noted in report was a bit of vandalism to the park during the October 17th weekend.
b. Venner Park—The beam at the park was destroyed and removed by the City. Recommendation is to replace them with stronger and more durable materials. Vandals hit the restroom building also on the weekend of October 17th and graffiti was significant. Torn canopy is still out for repair and Carol will check on the status. Possible worn nets that will be replaced if needed.
Relating to both parks:
Mr. Woolley presents park inspection lists to Board. Indicates minor repairs have been done or are needed at both parks. He also brings information from the Office of Grants and Local Services that both parks are on the list to receive funds. Carol will get more information and check on status. (Board excitedly discusses possible uses for grant money)
6. Election: Blythe Roeder-German has agreed to serve as Director on the Board and will be submitted for approval. Names of current Board members whose office is up will also be submitted for approval. Appointments for three four-year terms and one two-year term. Carol will follow up with procedure.
7. Office Building and Area: Sign for building has been installed. Squirrel evacuation was also done by President Stapp. Doorbell will be labeled.
8. Written/Oral General Manager’s report: Submitted to Board in advance for review. Regarding the power to the sprinkler system. Carol will investigate options to connect power from building to panel.
Written report to become a part of these minutes.
9. Directors’ reports: Director Low indicates the desire to contact County Roads Department for road repairs. Carol will follow up with Bill Little and post their contact information on District’s Internet pages. No reports from remaining Directors.
10. Executive Session pursuant to GC 54956.9(A) and GC 54957.1(a)(6) is not required.
**4. Correspondence: Discussion of items and Board agrees that the County wide plan project is not a part of this District. Conflict of Interest and Disclosure code adopted by Resolution 2014-1 on 9/22/2014 needs review as biennial notice of any amendments came due to the Board of Supervisors. This will be put on agenda for next meeting. Letter received from “Just Energy” out of Houston Texas will be researched by Carol.

Welcome to New Director

The Barstow Heights Community Services District welcomes Blythe Roeder-German to the Board of Directors.  The San Bernardino County Board of Supervisors approved the appointment at their meeting on Tuesday, November 17, 2020 and Ms. Roeder-German was officially sworn in at the November 23, 2020 regular meeting.  Ms. Roeder-German is a long time resident of Barstow Heights and brings creativity and inspiration to the Board.  Looking forward to her contributions.

LifeStream in Critical Need of Blood Donations

LifeStream Blood Bank has a critical need for platelets and type O blood donations; however, all blood types are needed. LifeStream needs to collect 500 donations per day of all types to replenish the supply and meet the needs of area patients. Donors are strongly encouraged to give blood in the coming days to immediately rebuild the community blood supply. Walk-ins are welcome; to set an appointment and locate all donor locations, call (800) 879-4484 or visit www.LStream.org.  

LifeStream will be in Barstow on Tuesday, November 10, 2020.  Donors can start sign in at 1:00 p.m. and will be accepted until 6:30 p.m.



Parents Anonymous Launches Free Help Lines for Parents, Youth

Parents Anonymous® Inc. recently launched a California Parent & Youth Helpline and Online Parents Anonymous® Support Groups in response to the Coronavirus. The helpline provides free trauma-informed, evidenced-based emotional support to Parents, Children and Youth in any language via calls, text, live chat and email. The California Parent & Youth Helpline operates seven days a week from 8 a.m. to 8 p.m.

Parents can Join a Weekly Online Support Group NOW through the website: https://caparentyouthhelpline.org/. In this confidential setting, parents address their underlying emotions and build resiliency to strengthen their family.

1. Meeting called to order at 6:05 by President Stapp, Pledge of Allegiance led by Director Stradling.

3. Approval/consent items: Minutes of 8/25/2020, financial reports and bills/issued checks. Motion by Director Schendel to approve with a second by Director Low. Motion carried/items approved with no opposition.
4. Correspondence: President Stapp reviews and notes water rates are increasing.
5. Parks:
City Contract: Summary of meeting was presented to Board prior to meeting. Mr. Woolley indicates approval will be sought from the City Council at the next meeting. Approved contract will be brought to next BHCSD meeting on October 27, 2020. Highlighted changes will be renewal changed to five years and dollar limit of emergency repair expenses without pre-approval will be increased.
a. Barstow Heights Park— City will be replacing the three fruitless mulberry trees this fall.
b. Venner Park—Damaged balance beams were removed and still working on replacement. One of the canopies is tearing at the seam. Company was contacted about warranty/repair and no definite response at this time. Carol will follow up, look for original contract, call company and possibly search for alternative repair business to hire.
Relating to both parks:
Locking of restrooms discussed as City reported that someone was living in the H Street restroom at one time. Locking and unlocking doors may present a problem for securing individual(s) to be responsible for doing so. Motion sensors were discussed, and Carol will explore this option.
Ground covering for play areas was discussed. Mr. Woolley indicates eventually state will be requiring a pour and play type as they last longer, are flexible and less injuries occur. Board agrees that most loss takes place underneath the swings, so it was suggested looking at purchasing mats to be placed under swings.
President Stapp also requests written monthly updates on condition of parks and equipment be provided to Board prior to meetings.
6. Office building and area: Sign for building still needing installed. Carol indicated she also contacted Gregg Lint to install a peep hole in the door. New cameras were installed by High Desert Alarm. Information for phone app was provided by installers to Carol. Alarm app information was provided to Board.
7. Written/Oral General Manager’s report: Submitted to Board in advance for review. Post office box was updated with current information. Files, folders and paperwork still being cleaned up. General Manager job description and duties was submitted to Board. Board approves description being a part of operations for District. Carol asks for names for submission to Board of Supervisors for vacant position. Carol indicates she will need to close the office on October 1st, work hours for that day will be made up that week on Tuesday and Wednesday.

8. Directors’ reports: Director Stradling indicates he was made aware of the torn canopy on social media. He went to the park and checked the tear and took pictures and shared with everyone. Carol will update social media pages with note that the District is aware of the issue and taking steps to correct.

Miss the Voter Registration Deadline?

 

Voters who missed the voter registration deadline for the 2020 Presidential General Election, can still register and vote in person at an Early Vote site or at a polling place using the Same Day Voter Registration process.

 

First time voters who are not yet registered and registered voters who moved into San Bernardino County but have not updated their address can still vote in this year’s General Election using the Same Day Voter Registration process. Known as Conditional Voter Registration in State law, this is a safety net for Californians who missed the October 19 deadline to register to vote or update their voter registration.

 

Eligible citizens who need to register (or re-register) to vote within 14 days of an election can complete this process to register at the San Bernardino County ROV office, or from Oct. 26 through Oct. 30, at any of the Early Vote Sites that will be open.

 

From Saturday, Oct. 31 through Tuesday, Nov. 3, eligible citizens can take advantage of Same Day Voter Registration at their polling place. These voters will be provided provisional ballots to cast, which then will be processed and counted once the Registrar of Voters has completed the voter registration verification process.

 

To register to vote in California, you must be:

  • A United States citizen and a resident of California
  • 18 years old or older on Election Day,
  • Not currently in state or federal prison or on parole for the conviction of a felony
  • Not currently found mentally incompetent to vote by a court

Letters for Residents at our Veterans Home

Barstow Veterans Home welcomes cards, letters to vets

    With Veterans Day just a few weeks away on Nov. 11, the Barstow Veterans Home invites the public to send a card or letter of support to residents of the veterans home. “Letters would certainly lift their spirits in this time of isolation that we are experiencing due to the pandemic,” said Laura Moraco, Public Information Officer. “VHC-Barstow Veteran Residents would love to hear from you! Send a letter. Our mission is to lift the spirits of our men and women of the Barstow Veterans Home during this trying time.”
    Individuals, schools, churches, businesses and other organizations are invited to write letters and messages of appreciation and support to our residents that have so honorably served all of us. Letters may be addressed generally, since privacy and security restrictions don’t allow for release of the residents names.

Be Careful of Covid Scams

 Unfortunately, fraud reports have spiked due to uncertainty surrounding COVID-19 and scammers exploiting the crisis to find new ways to cash in at the expense of residents. Below are examples provided by the Federal Trade Commission (FTC) of common frauds and tips on how to recognize them to avoid being scammed:

– Learn how to tell the difference between a real contact tracer and a scammer. Legitimate tracers need health information, not money or personal financial information.
– Don’t respond to texts, emails or calls about checks from the government. Here’s what you need to know.
– Ignore offers for vaccinations and home test kits. Scammers are selling products to treat or prevent COVID-19 without proof that they work.
– Be wary of ads for test kits. Most test kits being advertised have not been approved by the FDA, and aren’t necessarily accurate.
– Hang up on robocalls. Scammers are using illegal robocalls to pitch everything from low-priced health insurance to work-at-home schemes.
– Watch for emails claiming to be from the CDC or WHO. Use sites like coronavirus.gov and usa.gov/coronavirus to get the latest information. And don’t click on links from sources you don’t know.
– Do your homework when it comes to donations. Never donate in cash, by gift card, or by wiring money.

1. Meeting called to order at 6:27 by President Stapp, Pledge of Allegiance led by President Stapp.

3. Approval/consent items: Minutes of 6/23/2020, financial reports and bills/issued checks. Motion by Director Low to approve with a second by Director Schendel. Motion carried/items approved with no opposition.
4. Correspondence: President Stapp reviews and notes that Kimberly Cox was elected to LAFCO Commission.

a. Barstow Heights Park—

Relating to both parks:
City trimmed trees inside locked area at Venner. Tree replacement at H St. is discussed, prices obtained by Carol and Director Schendel for fruitless mulberry trees. Kyle Woolley indicates City is on board to order replacement trees and plant. Board is receptive and will take further action at next month’s meeting if needed. Mr. Woolley also discusses with Board the current state of the parks and the staffing issues for the City. Currently staff is at a minimum and only necessary work is being done at all parks. City staff to explore moving wood chips from Venner to H St. to fill current voids. Empty places at Venner would then be filled with shaved rubber. More follow up next at next month’s meeting.
City has placed warning signs in parks relating to the Covid pandemic. Swings are still to be replaced, equipment is all area parks are only being replaced as breaking and classified as emergency at this time, basically due to staff shortage.
BHCSD contract with the City of Barstow expires in October. Meeting has been set with City personnel on September 14, 2020, time to be determined. President Stapp and Carol will attend meeting.
Director Low indicated the squirrel population is increasing. Directors Low and Stapp discuss future removal when weather cools down.
6. Office building and area: Sign for building will be replaced by Gregg Lint within a couple of weeks. The cameras that have bad lenses will cost about $600 to be replaced. Upgrade discussed at prior meeting is not required of current equipment. Motion by Director Low to replace two cameras at a cost of not to exceed $600 is made, second by Director Schendel, motion carries, no opposition.
7. Written General Manager’s report: Submitted to Board in advance for review. Brief discussion with Board regarding updated General Manager job description, By-Laws and Policies/Procedures manual. Carol is working on all of these and will submit to Board as completed for review, possible implementation and approval.
Written report to become a part of these minutes.
8. Directors’ reports: Director Low informs Board of the inability of Troy Burnett to trim mesquite trees at Venner due to locked gate of which this District has no key to unlock. City did trim those trees, but copies of said key(s) need to be provided. Carol will follow up with City regarding the issue.

9. Registrar of Voters/Ballot: Due to Covid restrictions, confusion and vague communication, current Board members were unable to file candidacy papers for their open positions. No individual filed papers for the four open Board positions on the November ballot. ROV indicates a list of open offices/seats will go to the Board of Directors for subsequent appointment. Director Schendel noted “write-in” names and that option will be further explored. Board agrees to actively search for individual to fill open seat in time to be appointed by the Board of Supervisors. Carol will further research procedure.

A Note from Supervisor Lovingood: Saving Lives on Hwy 395

It has been an honor to be your County Supervisor for these past nearly eight years. We’ve launched many initiatives and projects that have made the lives of local residents better. One project that stands out was initiated in 2018 when we saw a sharp rise in major injury and fatal traffic accidents on Highway 395. In order to address this concern, we brought together several agencies and formed the Highway 395 Task Force to find and implement solutions.

What we learned is that the accidents were almost invariably caused by illegal passing over the double-yellow and double-double-yellow lines.
Solutions our concerns included the area California Highway Patrol launching increased air and ground enforcement operations. Caltrans pushed forward with widening shoulders, a 4-foot median buffer in sections, centerline rumble strips and other improvements. And we had consensus that delineators – fiberglass paddles – would be a good deterrent to illegal passing.
Today I am pleased to report that the solutions are working.
Officer Steven Rogers of the CHP station in Barstow reports from Aug. 1, 2019 to Aug. 1, 2020 there has not been a fatal collision on the portion of 395 patrolled by Barstow CHP.
And Victorville CHP Officer Mike Mumford reported, “Thanks to the San Bernardino County 1st District Supervisor and Caltrans, I can say that CHP has not investigated one fatal head on collision in these areas on US-395 since the delineators were erected. This has undoubtedly prevented loss of life on our desert highway.”
I want to thank our partner agencies for their proactive work in helping to bring effective solutions to this well-traveled roadway.

I-15 Barstow Pavement Rehabilitation Project

(Barstow)–The California Department of Transportation (Caltrans) in partnership with Sully-Miller Contracting Company is expected to begin work on the $15 million cold plane and asphalt concrete pavement rehabilitation project in the City of Barstow later this month on Monday, August 24th. The project limits range from 1.2 miles South of Sidewinder Road Overcrossing (Outlet Center Drive) to Mojave River Bridge.

 Most mainline closures will be conducted during the nighttime hours in order to mitigate impacts to travel during commuting hours. The project will also require shoulder work and ramp closures. The estimated completion of this project is mid-June of 2021.
