REGULAR MEETING MINUTES
Tuesday, September 26, 2023 6:00 p.m.
1. Meeting called to order at 6:03 by President Schendel Director Craig leads Pledge of Allegiance.
2. Directors/Guests present: Director Stradling not present, remaining members present.
Guest Emilda Seese present to address Board.
**** Ms. Seese addresses Board for permission to continue morning sales of pre-cooked/pre-packaged food items. Due to longevity of her setting up in the mornings and permission previously given to conduct her sales, Board agrees to allow sales to continue. She is informed that sidewalk vendor rules were put into place under SB946 in 2018 and those should be reviewed. Guidelines given by Board allow set up between 8am to noon in the mornings, inside fence on parking lot. Motion by Director Roeder-German to allow Ms. Seese to continue set up, second by Director Low, motion passed with no opposition.
3. Approval/consent items: Minutes of 8/22/2023, reconciliation reports and print out of bills/issued checks. Motion by Director Low to approve with a second by Director Craig. Motion carried/items approved, no discussion/opposition.
4. Parks
Reports on both parks received via email from Lucas Crank. Reviewed by Board. No action taken.
    a. Barstow Heights Park— No updates on park. The parking lot re-pavement has been completed; Board is happy with the finished project. The driveway on H Street side of park may be done later. Director Low indicates someone filled up the dumpster on Beryl St. that was not park “trash”. Board notes that vendors selling tacos and another one selling churros have been consistently setting up on the Rimrock side of H Street Park selling items cooked “on-site”. When approached by Board President, individuals present assert language barrier to understanding situation. Code violations noted by Board members, first and foremost, permission not granted by the BHCSD Board, cooking on site, selling unpackaged/opened food items, and congestion in the area have caused traffic issues and concern for pedestrians in the area. San Bernardino County Code Enforcement has been notified with no resolve. Local law enforcement has been notified and area is and will be modified with proper signage denoting “no unauthorized solicitors….” in English and Spanish.
    b. Venner Park—No updates on park. Signs will also be posted at this park.
5. Correspondence: Nothing to address.
6. Office Building and Area: No updates to provide.
7. General Manager’s report: Written report sent to Directors prior to meeting (attached). Regarding Parks’ rules, Carol will submit the list to Directors prior to the next meeting and then prepare a resolution for adoption.
8. Directors’ Reports (roundtable): Director Roeder-German has provided the name of a Grant writer who is interested in working on submitting grants on behalf of the District. Information provided to Carol who will contact her. Director Craig clarifies approval of authorized vendor on Park property.
