REGULAR MEETING MINUTES

Tuesday, October 4, 2022
6:00 p.m.
1. Meeting called to order at 6:08 by President Stapp, Director Roeder-German leads Pledge of Allegiance.
2. Directors present: Schendel, Low, Roeder-German. Director Stradling not present. Guest Sabrina Ellis from City of Barstow.
3. Approval/consent items: Minutes of 8/23/2022, financial reconciliations and bills/issued checks. Motion by Director Low to approve with a second by Director Roeder-German. Motion carried/items approved with no discussion/opposition.
4. Parks:
Ms. Ellis is present, says City is only hiring police and fire department officers currently. Submits written reports on both parks to Board. Toddler swings in both parks have been replaced, there is a deep hole under swings that needs to be addressed. Everything is working in both bathrooms.
Signage for both parks still to be replaced. Carol will work on getting costs for updated and new signs and will check with a couple of local businesses.
It is noted that the dumpsters have been used for tree clippings dumped by residents.
Director Schendel says that his inquiries have found that this Board is the authority that dictates park hours.
Discussion held about development of area where water tank is. Possibilities are pickleball, bounce house pad, new equipment, or other options. Notice will be put on Facebook page for community ideas.
a. Barstow Heights Park— Motion to have patio post bottoms painted by M.A.R. Construction at a cost of $720 is made by Director Roeder-German with a second by Director Low. Motion approved, no opposition.
i. Grant status/update: CEQA document needs submitted before any reimbursement is issued. Carol will need to research process.
ii. Existing equipment. Pacific Play Systems will be taking care of demolition.
iii. Tree replacement. Board does want City to replace damaged tree before the end of October as its growth has been slowed. Also noted is border trees need trimming.
b. Venner Park— No issues to address, grass looks good.
5. Correspondence: None to review with Board.
6. Office Building and Area:
Al Fiero now has a copy of the gate key. Nothing more to address.
a. Official last meeting for President Stapp will be in November. Term ends on 12/22/2022 at 11:59 a.m.
7. General Manager’s report: Written report given to Directors prior to meeting. No further questions regarding the report. Brief discussion of existing alarm services finds that current company will remain District’s choice. However possible camera/monitor upgrades may be warranted.
8. Directors’ Reports (roundtable): Only offered by President Stapp who reports County is currently sealing roads. Also, he will be turning in District supplies before his last day. No other reports/information given.
9. Executive Session: Not needed.

REGULAR MEETING MINUTES

Tuesday, August 23, 2022
6:00 p.m.
1. Meeting called to order at 6:05 by President Stapp, Director Low leads Pledge of Allegiance.
2. Directors present: Low, Stradling, Roeder-German. Director Schendel not present. Guest Sabrina Ellis from City of Barstow.
3. Approval/consent items: Minutes of 7/26/2022, financial reconciliations and bills/issued checks. Motion by Director Stradling to approve with a second by Director Low. Motion carried/items approved with no discussion/opposition.
4. Parks:
Ms. Ellis is present submits written reports on both parks to Board. Board reviews reports and notes issues pending/resolved. Heights Park bathrooms are still not 100%. She is asked about the ground cover at Heights Park taking over grass. Also, indicates City is not willing to replace damaged tree as it’s showing signs of life. Board renews request as tree’s growth may be stunted. Toddler swings in both parks were either fixed or replaced depending on the severity of damage. Broken tree damage at Venner on 8/8/2022 was promptly removed by City.
Trash dumpsters were delivered to both parks on Friday, August 19, 2022. Three-month trial period is set in place to determine effectiveness.
Signage for both parks will be replaced. Carol will work on getting costs for updated and new signs.
a. Barstow Heights Park— President Stapp spent time on squirrel eradication on 8/22/2022.
i. Grant status/update: Deposit of $33,000 is being submitted to OGALS for reimbursement.
ii. Existing equipment. Per President Stapp, that equipment needs to be taken out of use. Pickle ball was suggested to be set up in what is now the “water tank” area. (No update from Golden State Water on removal status).
iii. Tree replacement was address above. President Stapp notes that poles on patio coverings need painted properly to avoid rusting. Carol will contact someone for work.
b. Venner Park— No issues to address.
5. Correspondence: None to review with Board.
6. Office Building and Area:
Barrels behind office need removed. Carol will see if Al Fiero can remove, or possible Burrtec.
a. Director openings/elections: Deadline to file papers for upcoming election has passed. No one filed papers for either office coming open.
b. Al Fiero will be offered a monthly keep up payment.
7. General Manager’s report: Written report submitted to Directors prior to meeting. No further questions regarding the report. Carol will be purchasing an external hard drive to free up space on office computer. Also, Carol will be away from the office the week of September 13, 2022 and return to work on September 21, 2022 . The office will be closed during that time, Carol will post notices.
8. Directors’ Reports (roundtable): Only offered by Director Roeder-German who would like to get bids for a mural on the Rimrock Rd facing side of the office building. No other reports/information given.
9. Executive Session: Not required.

REGULAR MEETING MINUTES (approved 8/23/2022)

Tuesday, July 26, 2022 6:00 p.m.

1. Meeting called to order at 6:02 by President Stapp, Director Stradling leads Pledge of Allegiance.
2. Directors present: Schendel, Low, Roeder-German. Guest Sabrina Ellis from City of Barstow, resident Becci Craig and Sgt. Darren Gilmore from San Bernardino Co. Sheriff’s Office. **
3. Approval/consent items: Minutes of 6/28/2022, financial reconciliations and bills/issued checks. Motion by Director Low to approve with a second by Director Roeder-German. Motion carried/items approved with no discussion/opposition.
**Comments/information from Sgt. Gilmore: Heights in general is mostly a quiet area. Regarding parked vehicles after 10-11pm at the parks, deputies will question them. He indicates manpower is sufficient for area, if extra patrols are needed, just contact the office. He also offers advice/information regarding cameras
4. Parks:
Ms. Ellis is present submits written reports on both parks to Board. Board reviews reports and notes issues pending/resolved. Heights Park bathrooms are still not 100%. She is asked about the grass not being mowed and will check on status.
Hours of parks and authority over rules was discussed by Board. Also discussed was signage for both parks, replacing some and adding new will likely take place soon.
A. Barstow Heights Park— President Stapp spent time on squirrel eradication earlier in the day. Noticed ants on the part patios, pest control will be asked next month.
i. Grant status/update: On-going and current. Reimbursement from state is submitted after check is cashed.
ii. New playground equipment/walk-thru: Check signed for deposit to have new equipment ordered. Board does walk around at park and discussion is held regarding current equipment and utilizing that in some way. Possible inspection for refurbishment or even moved. More information will be sought.
iii. Water tank and everything within the fenced area will be removed by Golden State Water. The water meter in that area will be moved out next to the parking lot and all underground piping will be abandoned. The fence will remain. Uses of property is discussed by Board.
iv. Squirrels: Eradication devices used today. Irish Spring soaps seems to be keeping them away from the office building.
v. Tree replacement: Carol will email the City for status. It’s the tree on the south side of H St. Park near Beryl.
B. Venner Park— Park sign is falling apart.
Regarding both parks, bathrooms need major repair or remodel. Also, signage posted in both parks needs reviewed and updated. Dumpster is needed for each park. Possibility of program from Burrtec Disposal. Carol will also contact Sheriff’s Office to see about attendance at next meeting.
5. Correspondence: Almost none to review President Stapp. No action taken.
6. Office Building and Area: No issues to report.
i. Internet service: Office will be changing to Spectrum telephone and Internet.
ii. Director openings/elections: Director Stapp leaving when term ends in November, Ms. Craig may be interested.
7. General Manager’s report: Written report submitted to Directors prior to meeting. Cost of camera replacement to be explored. Discussion held regarding dumpsters placed at both parks due to trash issues. Motion made by Director Roeder-German to place 1½ yard dumpsters at each park for a 90-day trial period, then re-evaluation, second by Director Low. Motion carried, no opposition. Directors approved giving a copy of the gate key to Al Fiero.

1.  Meeting called to order at 6:00 by President Stapp who leads Pledge of Allegiance.

2.  Directors present: Schendel, Low, Roeder-German. Director Stradling not present. Guest Sabrina Ellis from City of Barstow present                                 

3.  Approval/consent items: Minutes of 5/31/2022, financial reconciliations and bills/issued checks. Motion by Director Schendel to approve with a second by Director Low. Motion carried/items approved with no discussion/opposition.

4.  Parks: 

          Ms. Ellis is present submits written reports on both parks to Board. Board reviews reports and notes issues pending/resolved.

          Barstow Heights ParkPresident Stapp spent two hours on Sunday and Monday on squirrel eradication and twenty-one devices were used. Women’s and Men’s restrooms still required attention, sinks still not working. North entrance stairs need repair. Pole on water tank fence on parking lot side needs corrected. Minor vandalism (tagging). A mulberry tree has died because of trimmer blade striking trunk. City needs to replace. Security cameras need adjusting due to some vandalism in the bathrooms. Carol will start the process of new equipment order as a result of the grant monies available

          b. Venner Park— Horseshoe pit is missing a stake. Minor issues on some of the equipment and concrete is uneven on the basketball court.

          Regarding both parks, bathrooms need major repair or remodel. Also, signage posted in both parks needs reviewed and updated.  Dumpster is needed for each park. Possibility of program from Burrtec Disposal. Carol will also contact Sheriff’s Office to see about attendance at next meeting.

5.  Budget 2022-2023: —Resolution 2022-1 prepared for Board. Final vote taken proposed budget passed 4 Aye/0 Nay. Director Stradling not present. Resolution signed by President Stapp.               

6.  Correspondence:  Reviewed by President Stapp. Note letter received from Registrar of Voters regarding 2022 election. No action taken.

7.  Office Building and Area:  Squirrels remain an issue, there is a hole right by the front door. There are some five-gallon jugs behind the building that should be removed.

8.  General Manager’s report:  Written report submitted to Directors prior to meeting. Assistance with ‘purge”/coverage for Carol upon any absence is briefly discussed. Director Schendel will contact Al Fiero about his status.

9.  Directors’ Reports (roundtable):  President Stapp reports a minor issue with the District’s bank, but that has been resolved. No other Directors provide reports.        

10.  Executive Session:  Held regarding personnel. Carol steps out briefly for Board to hold closed session. Upon completion of session, Board increases pay of General Manager .50 cents per hour, will authorize a $50 per month gas allowance and two weeks paid vacation a year. All effective new fiscal year (7/1/2022). Board members also note necessity to assist with purging of old records and learn basic operation of office.

BARSTOW HEIGHTS COMMUNITY SERVICES DISTRICT

in San Bernardino County, on Tuesday, the 8th of November 2022, for the following offices:

Member of the Board of Directors, 4-year term, number to be elected - 2

The qualifications required to be a candidate for the above offices are:

At the time nomination documents are issued, a candidate must be a registered voter residing within the district (and division, if any).

Official candidate filing documents for eligible candidates desiring to file for the above elective offices may be obtained from the San Bernardino County Registrar of Voters, 777 E. Rialto Avenue, San Bernardino, California, starting on July 18, 2022, and filed no later than 5:00 p.m. on August 12, 2022 at the Registrar of Voters.

The San Bernardino County Registrar of Voters provides candidate filing documents and services by appointment. Visit www.SBCountyElections.com to begin the application process using the My Candidacy Gateway web application and schedule a video conference or in-person appointment. Potential candidates that cannot access the application may call (909) 387-8300 for an appointment. Walk-ins are welcome but may experience some wait time.

If by 5:00 p.m. on August 17, 2022, only one person has been nominated or an insufficient number of persons have been nominated for the above elective offices or no one has been nominated, and if no petition requesting that the election be held has been presented to the officer conducting the election, appointments will be made as prescribed by Section 10515 of the Elections Code.

1. Meeting called to order at 5:58 by President Stapp, Pledge of Allegiance led by Director Roeder-German.
2. Directors present: All Directors present. Guests Kyle Woolley and Sabrina Ellis from City of Barstow present.
3. Approval/consent items: Minutes of 5/3/2022, financial reconciliations and bills/issued checks. Motion by Director Low to approve with a second by Director Roeder-German. Motion carried/items approved with no discussion/opposition.
3B. Audit report of FYs 2019-2021 and 2020-2021: Audit reports prepared by Paul Kaymark of Nigro & Nigro previously submitted to Board via email is submitted. Motion by Director Schendel to accept the audit, with a second by Director Low. Motion carried/audit approved with not discussion/opposition.
4. Parks:
Mr. Woolley notifies Board that he has accepted employment elsewhere and will by leaving the City around July. Ms. Ellis is present and will be filling in for Mr. Woolley upon his departure. City still in the process of building staff.
Relating to both parks, Mr. Woolley inquires about water. Locks are being re-keyed. Drinking fountain maintenance and minor gate repair to be done. Graffiti at Venner to be investigated.
a. Barstow Heights Park— Squirrels have become a big problem with the recent spring “births.” Board agrees it will need professional intervention. Mr. Woolley suggests waiting until hibernation season as it will be most effective for the removal of them. Carol will check with pest control companies.
i. New equipment plan (grant)—A document had to be corrected and re-submitted to “OGALS.” Waiting for confirmation to proceed. Anna from Pacific Play indicated that at this time, it’s about a 20-week process and targeting install for fall 2022, with demo for existing taking about two weeks. Director Roeder-German asks Carol to contact Pacific Play and ask if we put a deposit down, can we “get in line” for install.
b. Venner Park— Gate repair and graffiti removal to take place.
**After City staff leaves meeting, Director Low checked the bathrooms on H Street. He found the drinking fountain and the sinks had no water, but the toilets are flushing, and one of the toilet seats in the men’s restroom is broken. Carol will notify City staff.
5. Budget 2022-2023: —Proposed budget discussed by Board. Final to be prepared for next meeting along with Resolution, each for approval.
6. Correspondence: Reviewed by President Stapp. No action taken.
7. Office Building and Area: Squirrels remain an issue.
8. General Manager’s report: Written report submitted to Directors prior to meeting. A couple of issues with security cameras. Board authorizes Carol to go ahead and contact Hi Desert Alarm.
9. Directors’ Reports (roundtable): President Stapp reports that County workers have been filling cracks on streets running east-west. Started on Linda Vista and completed Panamint but may have left. He also reports there are at least four new houses being built in the Heights. No other Directors provide reports.

1. Meeting called to order at 6:02 by President Stapp, Pledge of Allegiance led by Director Stradling.
2. Directors present: Gene Low, Ronald Stradling, and Blythe Roeder-German. Daryl Schendel not present. Guest Kyle Woolley from City of Barstow present.
3. Approval/consent items: Minutes of 3/22/2022, financial reconciliations and bills/issued checks. Motion by Director Stradling to approve with a second by Director Low. Motion carried/items approved with no discussion/opposition.
4. Parks:
President Stapp indicates he did a squirrel sweep on 4/21/22 with little results and hopes to do another one next week. Mr. Woolley indicates City staff have been trapping at the City parks.
a. Barstow Heights Park— Safety report presented by Mr. Woolley with some minor repairs/replacements that City staff will work on. Mr. Woolley asks about electricity being provided to water control for the park, so that timer can be regulated. Currently battery is running it.
b. Venner Park— Safety report presented by Mr. Woolley with some minor repairs/replacements that City staff will work on.
5. Grant status/update—Contracts have been received from the State. Carol has completed the documents and presents to Board for review. There are a few more forms that are required for the state, but contracts can still be completed. Carol will send off documents this week.
Mr. Woolley informs Board of a “CMAS Certificate” which is a document contractors have stating their bids are at competitive rates. This certificate allows an organization to “waive” the requirement to obtain three separate bids on any qualifying project.
6. Correspondence: Reviewed by President Stapp. No action taken.
7. Office Building and Area: Squirrels are still a problem.
8. General Manager’s report: No written report this month. Carol only states that on of the cameras on the surveillance systems was not working, but after a call to High Desert Alarm and a troubleshoot over the phone, camera seems to be online.
9. Directors’ Reports (roundtable): President’s Stapp term is up in November, and he asks Carol to start the advertisement process for the opening. It is also noted that the term Director Roeder-German stepped in to is also up in November.
10. Executive Session: Not required.
