Park Reminders!

As Spring approaches and the weather begins to warm up, we start to see a big increase in the number of people who visit our Parks each day. We LOVE to see our Parks being enjoyed by so many children and adults! Here are some photos we took recently to show you what makes us smile...

Barstow Heights Park on Saturday 2/21/15 at 1pm.
(corner of H street and Rimrock road)
Someone is having a party complete with bounce houses and a piƱata!
You can also see that the grass is starting to grow back alongside
our newly constructed sidewalk ramp. Our NEW shaded picnic areas
are now much easier to get to with your wheelchairs, strollers, and rolling ice-chests!

Venner Park on Saturday 2/21/15 at 1pm.
(corner of K street and Panamint road)
Another party with a bounce house and kids playing soccer in the grass.
Three separate shaded picnic areas at this location means lots of room for
multiple gatherings/events to take place at one time.
This park also features a large playground area for the children, fitness stations,
a basketball court, beach volleyball court, and horseshoe pits.

We thought it would be a good time to remind our guests about our Park Rules and Regulations as well as answer your most frequently asked question. Our office gets the most phone calls from park visitors inquiring about how to make reservations to use one of our Parks and whether or not we have water/electricity hook-ups available.

At this time, we do NOT take reservations for our Parks. They are always free and open to the public on a "first come, first serve" basis. We also do not have water/electricity hook-ups available. Those who rent/bring in bounce houses, laser-tag arenas, and other such forms of entertainment are responsible for bringing their own generators/air compressors if power is needed.

Finally, here our Park Rules and Regulations as
posted at both of our Park locations:
Please enjoy our lovely Parks!!

Minutes from 1/26/15 Meeting (approved 2/23/15)

BARSTOW HEIGHTS COMMUNITY SERVICES DISTRICT
REGULAR MEETING
Monday, January 26th, 2015

President Jacobs called the meeting to order at 6:01 PM and Director Schendel led the group in the flag salute. Directors Jacobs, Schendel, Stapp, Wilkey, and Hayhurst were all present. There were no guests in attendance. President Jacobs noted a small change in the Agenda as published; he requested that the Board address the “Long range plans” for both parks and the office compound as one item of business, to be discussed after “Office Compound” on the Agenda.

President Jacobs requested a motion on the Consent Items. Director Schendel motioned to accept the Minutes of the December 3rd, 2014 Meeting, along with the Financial Reports for November and December of 2014 as presented. Director Wilkey seconded the motion. Motion carried unanimously.

The Correspondence files were offered for review. There were two separate files for the Directors to browse through, one for items received by mail/email in December and one for items received in January. President Jacobs highlighted a letter received in late December from the County Auditor-Controller/Treasurer/Tax Collector. The letter informed the Board that the Allocation money that the District can expect for FY 2014-15 would be $58,097.83.  Director Hayhurst also mentioned an email in the file received from our current Auditor, Paul Kaymark, that notified the Board that he has left the firm that he was with (Charles Z. Fedak & Company), which as a result leaves the Board of Directors needing to make a decision about whether to stay with the previous firm or to re-hire the person (Paul Kaymark) at his new firm, to handle the next Audit. The Secretary was directed to add the item to next month’s Agenda.

Barstow Heights Park was addressed. The Safety Check List from the City was reviewed. The report indicated that there were no deficiencies noted and that the grass had recently been fertilized with Nitra King, as well as the turf Aerated. The Ground Squirrels continue to be scarcely seen, but President Jacobs will continue to use the gas cartridges as necessary, especially as the weather warms up and more holes start to reappear. Director Stapp reported that a patient of his recently told him that they really liked all of the new improvements made at the Park. This person also said that she had only one complaint about the park ever, and that was that she noticed that during the Summer, the ants were horrible. This was the first time any of the Directors had been made aware of an ant problem. The Secretary was directed to ask Mark Gerardi if he has any suggestions for us and look into further options we can try to reduce the ant population as the weather warms up and they begin to increase.

The Secretary updated the Board about the newest development with the Plaques (Outdoor Plates; 12x12” engraved aluminum alloy) to honor Mrs. Kelley and Ms. Davis that had previously been approved by the Board and ordered. She had just been informed that the prices originally quoted were incorrect, so the Board would need to discuss and consider the item again (with the price increase) before they could proceed with finalizing the order/production of them. President Jacobs motioned to accept the purchase of the two Plaques as presented with the revised price ($427.81 each, which includes the cost of sales tax and shipping). Director Hayhurst seconded the motion. Motion carried unanimously.

President Jacobs was happy to report that the power pole anchor that had been installed and was blocking the back entrance to the Basketball Court had been moved. He wasn’t certain who to give all of the credit to for fixing the issue, but the Secretary first noticed that the anchor had been moved when she arrived at the office on Tuesday morning, January 20th. President Jacobs did leave a message with the Edison Company to thank them and will also be thanking Bill Little with the County Roads Department (in person next week at the High Desert Special District Meeting), for his response and whatever he did that worked to help get it handled.

President Jacobs asked the Secretary for an update on the status of the paint to cover graffiti on the new shade canopies that Mark Gerardi, City Maintenance Supervisor, had requested. She reported that she had purchased one gallon (of Behr Marquee Exterior Flat, color 780C-3 Ocean Pearl) and notified Mark that she has it ready for them to use. She was directed to lock it up in the utility room, so park employees can access it, but to request (and write it on the can with a sharpie marker) that they leave it on site (not on their maintenance trucks), so it doesn’t accidentally end up getting used elsewhere.

Venner Park was addressed. The Safety Check List from the City was reviewed. The report indicated that there were no deficiencies noted and that the grass had recently been fertilized with Nitra King, as well as the turf Aerated. Director Wilkey suggested that the other Directors stop by and see the new retaining wall and slab of cement that John Rowe (JDR Construction) completed recently. Director Wilkey was very pleased with the work that was done and the improved appearance and added safety it provides.

The Office Building and Compound was addressed. Director Jacobs asked the Secretary if she had been able to reach B.E.S.T. Opportunities about coming to remove the weeds outside of the office building. She replied that yes, they are scheduled to come and do the work again on the morning of Wednesday, January 28th.

The list of Long Range Plans for improvements to both parks and the office compound were addressed. The Board reviewed the list together, adding more detail to some of the items and sharing some new ideas they wanted to add to the list. The Secretary will type up an updated complete list and provide each Director with a copy to refer to for the next meeting.

The Board reviewed the final hard-bound copies of the Audit report for FY 2013-14 that was completed in December. They were pleased and impressed with the report, including how much easier it was to read and understand, as well as the great service provided by the Auditor Paul Kaymark. Director Stapp motioned to accept the final Audit as presented. Director Wilkey seconded the motion. Motion carried unanimously.

The Safety Review Report was read aloud by the Safety Coordinator, Director Wilkey.  Director Hayhurst motioned to accept the Safety Review Report. Director Schendel seconded the motion.  Motion carried unanimously.  The Secretary will submit the report to SDRMA.

The maturity of Bank CD’s was addressed next. The Secretary provided the Directors with a file folder that included printed statements from each of four different local banks she had visited, so the Board could compare the variety of account options and interest rates that are currently available. The research revealed that the savings/money market account the District currently holds is yielding the best possible local interest rate available at the time (0.45% as long as a $100,000 balance is maintained). The system of having various “laddered” CD accounts had been working, but because the savings account was now yielding a lot more interest than the CD’s were, the Board agreed that moving CD funds to the savings account as each CD matures would likely be the best strategy to consider for now. Questions were raised about whether or not all funds in each of the separate accounts at one bank are fully insured by the FDIC (believed to be up to $250,000 of protection per official custodian). Director Hayhurst will research it more and the Secretary will also ask the bank some of the questions raised (like what constitutes an official custodian?) to be certain that all of the money the District has is safe and fully insured. The Board will discuss again and determine whether or not to cash in the next CD (that will mature March 22nd) at the Board Meeting in March 2015.

The General Manager reported that all of the Board Members are current with their Ethics Compliance Training (AB1234) Certifications. She, however, will be taking the course again soon because her certificate has expired. The Secretary explained a new record-keeping procedure that the Auditor instructed her to begin doing back in December. She now has a spreadsheet she will be using to keep track of the property tax incomes that are received from the County. She will be marking/totaling the receipts with a red pen and categorizing the funds according to whether they are income received for the current year or back taxes from prior years. This was something the Auditor had done for the District in order to complete the Audit, but it will now be her responsibility to maintain. She was also happy to have finally received the new printable checks, so she can begin printing (instead of hand-writing) checks to pay the bills using QuickBooks. She also reported that she was following up with Cal OES to confirm that they did receive the Resolution (Form 130) that the Board passed at the December Meeting, since she had received a letter in January stating that they hadn’t received it, when she had in fact submitted it to them in early December. President Jacobs asked her if she had reimbursed herself for the mileage (she drove) to attend the Cal OES meeting in Rialto yet. She hadn’t, but the Board encouraged her to be sure to do that. President Jacobs then asked her to work on getting the Policies and Procedures that need reviewing/updating back on the Agenda for next month. President Jacobs also directed her to plan on enrolling to take the Records Retention & Management training webinar that is being offered by CSDA online again on April 15th, 2015.

President Jacobs requested the Directors’ reports. Director Stapp reported that in December he learned surprising news from Mrs. Tricia Sheppheard; that the Smoke Tree they were so upset had been destroyed (believed to have been run over/cut down by County Roads department crews two years ago), has grown back, is now about 7 feet tall, and expected to bloom again soon (located on the South side of Crestview between O and P streets). They were so excited to see it come back and are hoping the County will allow it to stay and be protected or to be removed and planted where it can be cared for.

President Jacobs asked the Secretary if there were any additional bills to be paid. She indicated that there was one ($93.48 to Verizon). Director Wilkey motioned to pay all of the bills as presented. Director Hayhurst seconded the motion. Motion carried unanimously. There was no New Business to address and no Executive Session needed. The next Regular Meeting was scheduled for Monday, February 23rd at 6:00 PM. The meeting adjourned at 7:28 PM.

Minutes from 12/3/14 Meeting (approved 1/26/15)

BARSTOW HEIGHTS COMMUNITY SERVICES DISTRICT
REGULAR MEETING
Wednesday, December 3rd, 2014

President Jacobs called the meeting to order at 6:02 PM and Director Hayhurst led the group in the flag salute. Directors Jacobs, Schendel, Stapp, Wilkey, and Hayhurst were all present. There was one guest in attendance, Paul Kaymark, hired Auditor of the District and Certified Public Accountant with Charles Z. Fedak & Company. There were no public comments/questions. The Auditor presented the Annual Financial Report to the Board of Directors for the fiscal year ended June 30, 2014. The Auditor reported that he would continue to be in contact with the Secretary as he had some additional office procedures to inform her about that she will need to complete; including further direction and specifics as to how to be certain that all computer files/data are adequately backed-up and saved (on and off-site) at least once monthly. The Auditor concluded that all information given them in the report that evening was still in “draft” form, that the Board would need to review it and inform the Secretary of any changes within one week, so she can let him know of any revisions that may be necessary. Then the Auditor will complete the “final” copy of the report and mail the final copies to the District by the end of the month/year. The Board of Directors thanked him for his work, his explanations, and to the helpful answers he gave to their questions. Paul Kaymark left the meeting at 6:38 PM.

President Jacobs requested a motion on the Consent Items. Director Stapp motioned to accept the Minutes of the October 27th, 2014 Meeting, along with the Financial Reports for October of 2014 as presented. Director Hayhurst seconded the motion. Motion carried unanimously, with Director Wilkey abstaining from the vote due to his absence at the previous meeting.

The Correspondence file was offered for review. President Jacobs highlighted a letter and refund check (for $72.67) received from the State Compensation Insurance Fund (dividends on their investments).

Barstow Heights Park was addressed. The Safety Check List from the City was reviewed. The Secretary was directed to remind Mark Gerardi that we need to make sure the Park is referred to as “Barstow Heights Park” on all documents instead of listing it as “H Street” park, which is not its official name. President Jacobs reported that the ground squirrels seem to be hibernating as they are not very active. The Secretary reported that unfortunately she did just discover one new hole dug under the front side of the office building (behind the bushes near the front door) this week. President Jacobs will work on exterminating it sometime soon when she will not be using the office to protect her from any fumes. The Secretary updated the Board that the Plaques to honor Mrs. Kelley and Ms. Davis will take about 6-8 weeks to arrive. President Jacobs reported that a fiber optic cable installed by a contractor for AT&T resulted in a new pole anchor that was placed right in front of the back entrance/opening to the Basketball Court. The large pole poses a tripping hazard and blocks the gate entrance, so he has made (and will continue to make) a lot of phone calls to try to remedy the situation. He’s keeping detailed records of all of his attempts to get it moved/removed. President Jacobs then asked the Board if anyone had any further ideas/suggestions for the Stairs and Slope Cover as previously discussed to protect the West side of the new ramp just completed. The Directors agreed that they would work on coming up with more ideas how to deal with that issue, as well as another list of ideas for future (long range) improvements that they would like the Board to consider. Director Hayhurst suggested that the Board also consider further improvements around the office compound, perhaps DG (Decomposed Granite), to remedy the weeds that continue to grow back. The Secretary reported that Mark Gerardi, City Maintenance Supervisor, had asked for some paint to help cover graffiti on the new shade canopies that has already occurred. She was directed to go ahead and purchase one gallon of paint (Behr flat exterior in the correct shade of Sandstone was recommended) to get him started, since the cost would be minimal and under her $200 spending limit.

Venner Park was addressed. The Safety Check List from the City was reviewed. The Secretary was directed to follow up with Mark Gerardi again about getting the parking lot cleared and swept (just as they did the parking lot at Barstow Heights Park). President Jacobs asked the Secretary also about whether or not B.E.S.T. Opportunities had been back to deal with the weeds around the office compound. She reported that B.E.S.T. Opportunities was supposed to return again on 11/26 (the day before Thanksgiving) to trim shrubs, remove weeds, and rake the area, but didn’t show up and haven’t returned her phone calls yet. She will get the appointment with them rescheduled as soon as possible. The Board then discussed the Bid from John Rowe to put in a retaining wall at Venner Park where the dirt slope had eroded due to flooding. Director Wilkey explained how the idea came about as he had been discussing it with John Rowe during flood clean-up and how the work would be helpful in keeping mud from continuing to wash onto the cement under the picnic table area every time it rains. The Board asked a few more questions about the specifics of the project as they discussed it at length. President Jacobs motioned to hire JDR Construction (John Rowe) to construct the retaining wall as presented. Director Schendel seconded the motion. Motion carried unanimously.

The Resolution for Cal OES (Form 130) was addressed next. The form provided by the State Governor’s Office was a necessary Resolution to give the General Manager/Secretary permission to act on behalf of the District in order to potentially secure reimbursement to the District, a public entity, from Cal OES for Flood Damages to Venner Park that resulted from the August 3rd, 2014 flooding. Director Wilkey motioned to approve the Resolution. Director Hayhurst seconded the motion. Motion carried unanimously.

The maturity of Bank CD’s was addressed next. The Board reviewed the list of Bank CD’s the District currently has and discussed several investment options. Director Hayhurst motioned that since the interest rate on the Savings account is currently higher (0.2%) than the current interest rate on the CD (0.145%) account number ending in 6948, that the Board not re-new it when it matures in late December 2014, but rather that the Secretary/General Manager cash it in and deposit it to the Savings account number ending in 6512. Director Schendel seconded the motion. Motion carried unanimously. The secretary was directed to continue to research other account options (including rates offered by competing banks) for better interest rates.

The General Manager reported that she did attend the Cal OES “applicants briefing” meeting at the San Bernardino County Fire District Headquarters in Rialto on Wednesday, November 5th. A representative from the Governor’s Office taught an hour-long presentation about how to apply and qualify for public disaster assistance. She took a lot of notes and reported that she had completed all the steps necessary to qualify and that the Resolution just passed (Form 130) was the last step that she was aware of that she needed to submit to them. President Jacobs reminded her to be sure she reimburses herself for the mileage (she drove) to attend the meeting. The Secretary also reported that most of her time at work during the past month was spent finding and scanning/sorting things she was required to submit to the Auditor and that she was relieved to have been able to accomplish it all without needing to work any additional hours like she had expected. She looks forward to having more time to organize and declutter the filing system in the coming months and will need to purchase a paper shredder for the office soon to begin to accomplish this.

President Jacobs requested the Directors’ reports. Director Stapp asked if any of the Director’s had heard anything further about LAFCO regarding the Yermo District (CSD) consolidation. President Jacobs said he will be attending the next meeting to listen in and learn more about what is happening. Director Stapp expressed his concern that since the flood, a few residents that have built up their own K-rails and River Rock berms on the corners of their properties that could be dangerous to the public and pose liability issues for these residents. Director Hayhurst suggested that we send photos of anything that concerns us to Mr. Bill Little so that he can perhaps notify these residents of what they should/shouldn’t do on these easements of property that may technically belong to the County. Director Hayhurst reported that she will begin gathering information to help the Secretary come up with a Retention Policy by late January or early February. She also reported that she had recently attended the Special District Dinner hosted by the Mojave Water Agency.

President Jacobs asked the Secretary if there were any additional bills to be paid. She indicated that there were two additional bills ($107.10 to Southern California Edison received 12/3/14 and one more for $38 to Terminix also received 12/3/14). Director Hayhurst motioned to pay the all of the bills as presented. Director Wilkey seconded the motion. Motion carried unanimously. There was no New Business to address and no Executive Session needed.

The next Regular Meeting was scheduled for Monday, January 26th at 6:00 PM. The meeting adjourned at 7:40 PM.

Minutes from 10/27 Meeting (approved 12/3/14)

BARSTOW HEIGHTS COMMUNITY SERVICES DISTRICT
REGULAR MEETING
Monday, October 27th, 2014

President Jacobs called the meeting to order at 6:02 PM and the Secretary led the group in the flag salute. Directors Jacobs, Schendel, Stapp, and Hayhurst were present. Director Wilkey was absent due to birthday plans his wife had made for them. There were no guests in attendance.

President Jacobs requested a motion on the Consent Items. Director Schendel motioned to accept the Minutes of the September 22nd, 2014 Meeting, along with the Financial Reports for September of 2014 as presented. Director Hayhurst seconded the motion. Motion carried unanimously.

The Correspondence file was offered for review. President Jacobs read a portion of a letter from the San Bernardino County Fire District that notified us that the California Governor’s Office of Emergency Services (Cal OES) determined that damages suffered due to the August Winter Storms did not meet the minimum threshold for individual assistance through the Federal Emergency Management Agency (FEMA) or the U.S. Small Business Administration (SBA). He read that furthermore, “If private property owners in your jurisdiction are in need of assistance, it is recommended that they contact their insurance carrier, access the County’s 2-1-1 information and referral line, or refer to the publication enclosed.” The Secretary was directed to share the information online via the blog and Facebook. She will also mail copies of the letter and enclosed flyer to all of the residents who submitted initial flood damage estimate surveys. President Jacobs also complimented the Secretary for the letter she had written and sent to Mr. Bill Little, Public Works Operations Supervisor, and his boss, thanking him on behalf of the Board of Directors for the excellent job that he had done for our community recently in dealing with the flood aftermath and cleanup/recovery efforts.

Barstow Heights Park was addressed. The Safety Check List from the City was reviewed. The City had recently swept the parking lot at Barstow Heights Park thoroughly with a water truck, a tractor, and a brush sweeper. The Directors were pleased with how nice and clean the parking lot now was. President Jacobs reported that he thinks the ground squirrels are starting to hibernate, as he’d only discovered 3 new holes in the past month. Director Hayhurst mentioned that she noticed that the weeds around the office compound were already beginning to grow back.  The Secretary reported that B.E.S.T. Opportunities would be returning again on 11/26 (and once every quarter) to trim shrubs, remove weeds, and rake the area. Director Hayhurst requested that she ask B.E.S.T. opportunities to spread weed killer this time if they are able to.

The Board then addressed the engraved Plaques to honor Mrs. Kelley and Ms. Davis. The estimates received indicated that the cost would be $150 each for either size (10x10 or 12x12), so the final price to order both would be $324 including sales tax. The Directors agreed that they preferred the larger size (12x12) and did a final proof-read of the text. They made a few revisions, including the spelling out of the words August and June (instead of abbreviations) and adding the years that Mrs. Kelley served on the Board (1975-2011). Director Hayhurst motioned to approve the purchase of both 12x12 Plaques as presented, with the revisions specified. Director Schendel seconded the motion. Motion carried unanimously. The Secretary was directed to get the Plaques ordered.

Bid 13-03, the newly completed Covered Picnic Areas, were addressed next. President Jacobs reported that Mr. Harris had just given the Secretary the final invoice along with all of the paperwork that included the site plans/drawings, building permits (one for each canopy), and signed inspection records. President Jacobs had advised the Secretary to pay the final bill, minus 10% of the total price, until the Board could review whether or not the contract had been completed to their satisfaction. The Board discussed a few minor items that still needed some attention, including a broken tension wire at the bottom of a chain-link fence, a few tractor marks left in the dirt and grass that needed filling in, and uneven fill dirt on the side/slope of the ramp that still needed some leveling so that the grass alongside it can be mowed. The steepness of the drop off near the top of the ramp was also a concern, although that issue had not been specified or addressed in the original contract. President Jacobs volunteered to talk with Mr. Harris to make sure these final items are fixed and the Secretary will pay the remainder of the balance due as soon as they are resolved. The Secretary was also directed to type up a “certificate of completion” to sign and present to Mr. Harris as well. The Board discussed the idea of using large river rocks to cover/pave the dirt slope on the West side of the ramp, similar to what has been done at the high school and sports-park. The Board took a recess at 6:32 PM to go outside to inspect/see the ramp and the dirt slope that needs addressing. The Meeting re-adjourned at 6:43 PM. President Jacobs requested that he be given some time to get feedback from Mark Gerardi before determining what should be done about the slope and the Board all agreed to research and come up with any additional ideas/options they have on their own so it can be discussed again at the next meeting. Director Hayhurst motioned that upon completion of the three items previously discussed, the Board of Directors consider the Construction Project (Bid 13-03) done to their satisfaction and that Harris Construction be paid in full. Director Stapp seconded the motion. Motion carried unanimously.

Venner Park was addressed. The Safety Check List from the City was reviewed. The Secretary was directed to follow up with Mark Gerardi about getting the parking lot cleared and swept just as clean as the parking lot at Barstow Heights Park had been. The Board discussed the Bid from John Rowe to put in a retaining wall at Venner Park where the dirt slope had eroded due to flooding. The Board had a lot of questions about the specifics of the project. Director Hayhurst suggested that the Board discuss the matter again next month when Director Wilkey could be there and would be able to explain the specifics of the project, since he had been the one to discuss the possibilities with Mr. Rowe before the proposal had been received. President Jacobs directed the Secretary to also request more information from Mr. Rowe, perhaps a drawing/diagram that shows more clearly the details of the work that he is proposing to do.

The maturity of Bank CD’s was addressed next. The General Manager and the Board determined approximately how much money would still be available to pay upcoming bills, taking into consideration the usual projected income, and concluded that the motion passed at the previous meeting to cash in a CD that matured on 10/27 would not really be necessary. Director Hayhurst motioned that the Secretary should NOT cash out the CD (account ending in 1164) and instead allow it to roll over. President Jacobs seconded the motion. Motion carried unanimously. Director Stapp suggested that the Secretary research and request updated rates from Desert Community Bank (looking into the possibility of whether foreign bonds at a higher rate would be an option), so the Board can determine if the current investments are getting the best returns possible. She was directed to get more information about those options so the Board can discuss it again at the next meeting.

The General Manager reported that the Auditor would be visiting the office to finish up the Audit on Tuesday, November 4th. She had also completed a free two-hour “Emergency Preparedness and Response” online webinar that was provided by CSDA and SDRMA on October 9th. She also reported her plans to attend a Cal OES “applicants briefing” meeting at the San Bernardino County Fire District Headquarters in Rialto on Wednesday, November 5th. As an applicant, the District could potentially be reimbursed for our costs that resulted from the August 3rd flood. As a public entity, the District may still be eligible for reimbursement; the letter of denial received recently only applied to individual residents/applicants.

President Jacobs requested the Directors’ reports. They wished Director Wilkey a Happy Birthday (in his absence) and had nothing further to report.

President Jacobs asked the Secretary if there were any additional bills to be paid. She indicated that there was one additional bill for $211 from CSDA (annual membership renewal for 2015). Director Schendel motioned to pay the all of the bills as presented. Director Stapp seconded the motion. Motion carried unanimously. There was no New Business to address and no Executive Session needed.

The next Regular Meeting was tentatively scheduled for Wednesday, November 19th or Wednesday, December 3rd or Thursday, December 4th, 2014 at 6:00 PM (depending on which date the Auditor will be available to attend to present the Audit Report). The Secretary will bring/provide pizza and ice cold water/sodas for the Board and guest(s) to enjoy just before the next meeting (5:45pm), as is the annual year-end tradition. The meeting adjourned at 7:17 PM.
