REGULAR MEETING MINUTES (approved 2/2/2021)
Monday, November 23, 2020
6:00 p.m.
1. Meeting called to order at 6:01 by President Stapp, Director Stradling leads Pledge of Allegiance.
2. Directors present: Daryl Schendel, Gene Low and Jim Stradling. Guest Blyther Roeder-German is present.
3. Approval/consent items: Minutes of 10/28/2020, financial reports and bills/issued checks. Motion by Director Schendel to approve with a second by Director Stradling. Motion carried/items approved with no opposition.
4. Correspondence: President Stapp reviews and notes that Just Energy is the energy service provider for the District. Carol will get more information on this.

Current Directors Daryl Schendel, Gene Low and Ronald Stradling are sworn in, confirming San Bernardino County Supervisors appointments of 11/17/2020, to continue service for an additional four years. New Director Blythe Roeder-German is sworn in, confirming San Bernardino County Supervisors appointment of 11/17/2020, to begin service for a term of two years. General Manager Carol Mauk administers oath.
5. Parks: (no reports from City)
a. Barstow Heights Park— Squirrel issues have surfaced again. New disposal items have been received. President Stapp take possession of items and will address issue at next opportunity. The newly planted trees look good and seem to be doing well. Need to locate timer of sprinklers to further explore getting electricity to the unit.
b. Venner Park—Canopy that was to be repaired has not been returned yet. Carol will keep checking.
6. Office/work hours remainder of 2020: Carol requests closure of office the week of December 21 and 28, 2020. Board agrees. Carol will check mail and address any immediate issues that may come up.
7. Office Building and Area: Newly installed alarm lenses are working great.
8. Written/Oral General Manager’s report: Changes in premium and some details from SDRMA is explained by Carol to Directors. Also noted is CSDA offering free webinars for members, employees and Board. No other questions.
Written report to become a part of these minutes.
9. Directors’ reports: Director Low questions the prefabricated homes currently set as occupied residences in the Heights area. Code sections will be researched regarding issue. Director Schendel shares with Board that vandals are hitting the lower heights area and are using a small white car. No reports from remaining Directors.
10. Executive Session pursuant to GC 54956.9(A) and GC 54957.1(a)(6) is not required.
