Minutes from 1/27 Meeting (approved 2/24/14)

BARSTOW HEIGHTS COMMUNITY SERVICES DISTRICT
REGULAR MEETING
January 27th, 2014

President Jacobs called the meeting to order at 6:03 PM and President Jacobs led the group in the flag salute.  Directors Jacobs, Schendel, and Wilkey, were present.  Guests in attendance were residents Jeanette Hayhurst and Robert Stapp, as well as Jerry Linebaugh and Wade Harris of Harris Construction.

President Jacobs welcomed the two newly appointed Directors and the Secretary issued the Oath of Office at the same time to both Director Hayhurst and Director Stapp.

President Jacobs acknowledged that we now had a full Board and that all Directors were present.  He also welcomed and thanked the guests for attending.  The election of new Board officers was addressed.  Director Jacobs opened the nominations for Board President.  Director Schendel motioned to appoint Director Jacobs as President of the Board of Barstow Heights Community Services District for the next two years.  Director Hayhurst seconded the motion.  Motion carried unanimously.  Director Schendel motioned to appoint Director Stapp as the Vice President.  Director Hayhurst seconded the motion.  Director Stapp accepted the nomination and the motion carried unanimously.  Director Stapp motioned to nominate Director Wilkey as the new Safety Coordinator.  Director Schendel seconded the motion.  Motion carried unanimously.  Finally, Director Schendel motioned to appoint Director Hayhurst as the Clerk.  She accepted the nomination.  Director Stapp seconded the motion.  Motion carried unanimously.

President Jacobs asked if any of the guests had any public comments/questions.  The secretary had a report from a resident that she needed to share on her behalf.  Resident Lesley Thompson reported on the previous Thursday that she suspects that animals in her neighborhood (near Crestview and L Street) are being poisoned.  She doesn’t know if it is accidental or intentional poisoning by one of her neighbors, but she has continued to find stray cats, kittens, and crows dead and dying in the desert near her home recently.  She took one sick feral cat to the vet and the vet said that it appeared to be poisoned and it was too late to try to save it.  The Board asked the Secretary to thank Ms. Thompson for the information and agreed that a warning should be shared on Facebook and on the Blog, so that residents are aware of the potential danger and to keep a closer eye on their pets.

President Jacobs requested a motion on the Consent Items.  Director Schendel motioned to accept the Minutes of the November 18th, 2013 Meeting, along with the Financial Reports for November and December of 2013 as presented.  Director Wilkey seconded the motion.  Motion carried with four votes.  Director Hayhurst abstained from the vote due to her absence at the November meeting.

The Correspondence file was offered for review.

H Street Park was addressed.  Bid 13-03, the proposed Covered Picnic Areas, Tables, and Benches, was addressed first.  The Board had voted to award the job to Harris Construction at the previous Board Meeting in November of 2013 and Harris Construction began the process to get a building permit.  Unfortunately, the County Building Department will be requiring a lot more before the project can proceed.  The County wants a complete set of site plans that includes a Topographical Survey of the entire park as well as all ADA parking and sidewalk routes to the canopies identified.  The original plans the Board presented to Harris Construction did not include all of those details, so further engineering work will be required for us to be able to comply with the new/current County Codes.  Mr. Wade Harris of Harris Construction had met with President Jacobs and Mike Casady of Merrell Johnson Engineering recently to inquire about what it would cost to get the Topographical Survey as well as all other required engineering specifics done.  They learned that furthermore, stricter County requirements dictate that we cannot just build the canopies as they are drawn up, but that they first have to be both foundationally and structurally engineered and that only a San Bernardino County pre-approved fabrication shop would be allowed to build/weld such structures for the job.  Mr. Harris also suggested that perhaps a pre-fabricated awning kit purchased from an authorized manufacturer be considered also, as it may be a faster and more economical option.  Mr. Harris had concerns that he might not be able to complete the job for the amount specified in our contract due to the increased costs of the engineering that wasn’t previously accounted for.  He also was uncertain if he would be able to complete the work in the designated time frame agreed to, because the engineering would take an additional 4-6 more weeks and the County’s approval could then take an additional 4-10 more weeks after that.

Mr. Harris presented the Board with a Proposal letter and Estimate from Merrell Johnson Engineering to do all of the engineering work that is needed (including a complete set of plans that could include multiple phases) for approximately $4,200 to as much as $7,000, depending on the exact scope of the work that the Board decides on.  The Directors asked a few questions for clarity.  Director Hayhurst expressed her appreciation to Harris Construction for their presence and explanations.  Mr. Harris reminded the Board that as the complexity of the project increases that the County Permit costs alone could also increase by as much $10,000.  Director Wilkey proposed the idea that the Board could pay for the engineering fees separately and apart from the contract already pending with Harris Construction, to reduce the engineering costs for Mr. Harris that were previously included in the original contract which could thus help him off-set any other potential cost increases he is likely to have.  Director Wilkey motioned that the Board approve a separate contract with Merrell Johnson Engineering to provide a complete set of site plans, the cost of which could be up to $7,000.  Motion seconded by Director Schendel.  Motion carried unanimously.

The Secretary was directed to contact Merrell Johnson Engineering to ask for a revised copy of the contract that specifies the agreement include the District only (and not Harris Construction). Then, the Secretary will distribute copies of the Contract to all of the Board Members, so the exact scope of the work can be reviewed and the contract can be signed and submitted quickly to get the job scheduled to begin within the next 4-6 weeks.  Mr. Harris agreed that in the meantime, he will research our Canopy options to help us determine whether the structural engineering for the canopies we could opt to have built will be necessary, or if we would rather go with a pre-manufactured Canopy that doesn’t require the engineering.  President Jacobs again thanked the guests, Mr. Wade Harris and Mr. Jerry Linebaugh, for attending, for being so helpful, and for all of their continued efforts.  They left the meeting at 7:01pm.

The Safety Check List from the City for H Street Park was reviewed.  President Jacobs updated the Board that he had recently discussed the two swings that had to be removed and needed replacing with Mark Gerardi.  Mr. Gerardi expected the replacement parts (8 toggles/hangers) to arrive any day, and will be able to replace them all as soon as he gets them.  The cost of the parts was approximately $900 due the high liability specifications that are required when manufacturing them.  We will be receiving a bill from the City to help cover our portion of those costs soon.  Director Stapp reported that he found one Ground Squirrel hole present on the West side underneath a barbecue about two weeks ago.  President Jacobs said he would take care of it.

The Board reviewed all of the recently completed projects.  Bid 13-04, the removal of one Cottonwood tree, two Elm trees, and a Creosote bush by Town & Country Tree Service was discussed briefly.  President Jacobs expressed his opinion in working with them this time that they did a very good job and that the grass is already starting to grow back.  The Office Compound job (sprinkler system repair and weed removal) was discussed briefly.  After needing to call Mr. Heald back several times to finish, the job is finally done to our satisfaction.  The new Irrigation system at Venner Park is also complete now, after having to call them back a few times to finish that job as well.  President Jacobs informed the Board that he was able to get a diagram drawn up with the help of Mark Gerardi that shows where all of the Sprinkler-heads are located at H Street Park, but that we still aren’t exactly sure where the underground water lines are.  It is likely that repairs and re-routing of the Sprinkler system will be necessary during the planned future Construction.  Director Wilkey expressed his interest in seeing the diagram and President Jacobs stated that he will definitely get a copy of it made for him.  President Jacobs also reported that he found a new phone number to use to call Edison to report any street lights that are out.  He used the new number to report the outage at Venner Park recently and they were very quick to get it fixed.  Director Stapp then reported something he noticed a few weeks ago at H Street Park.  A metal panel on the back side of the restrooms was bent around the edges and it appeared as if someone had been trying to open/break into it.  The Board agreed that it needs to be investigated and looked into further.

Venner Park was addressed.  The Safety Check List from the City was reviewed.  One deficiency was noted:  a section (near the edge) of concrete driveway by the front gate is broken.  The Board agreed that this could be a tripping hazard and needs to be replaced.  The Secretary was directed to contact Mark Gerardi to ask what we need to do to get it taken care of.

The Board reviewed the Final Draft of the Annual Audit FYE 6-30-13.  No changes from the previous preliminary draft copy were noted.  Director Schendel motioned to accept the Audit as presented.  Director Wilkey seconded the motion.  Motion carried with four votes.  Director Hayhurst abstained from the vote, commenting that she didn’t fully understand it yet and has some unanswered questions to figure out.

The Ethics Training (required course AB1234) was addressed.  Director Hayhurst and the Secretary already have Certificates that are valid for another year, but President Jacobs and Directors Schendel, Stapp, and Wilkey need to complete their courses again this month to become certified for another two years.

The Policy and Procedure Manual was addressed.  The Secretary reported that she updated the outline/index again and re-typed the General Manager Guidelines for their approval.  The revised list of Secretarial Duties and Office Procedures is almost complete.  She also provided the Board with the most current copy of the Code of Ethics for their reference.  She recommended the Board review it again next month while the Ethics Training is still fresh in their minds.  The Board will review/approve these Policies at next month’s Board Meeting.

The General Manager reported that she just completed the required Sexual Harrassment Prevention Training Webinar (AB1825) on February 15th and that a certificate of completion is being mailed to her.  She learned that it is a new requirement and that Board Members should also take this two-hour course every two years.  Unfortunately, the CSDA won’t be offering the class again until July 16th, 2014, so the Board may have to wait until then to get certified.  Director Hayhurst suggested that we check with the City and other local agencies that might be offering the course sooner.  The Secretary also informed the Board of Directors that the CSDA is offering quite a few free online classes for Board Members during the next few months that may be of interest to them.

The General Manager reported that she continues to keep the Blog (BarstowHeights.blogspot.com) updated with the most recent Meeting Agendas and Minutes.  We still have 99 followers on Facebook.  President Jacobs suggested that the Board take a new group photo at next month’s meeting and keep the Board photo on the blog current.  President Jacobs also told the Secretary that he has a new phone number to use to reach S. B. County Code Enforcement and he will get it to her soon so she has it for her records and to include in the next newsletter.  Director Hayhurst suggested that Secretary begin preparing now a list of topics to include in the next newsletter.

President Jacobs requested the Directors’ reports.  Director Hayhurst thanked the Board for welcoming her and said that she was very pleased with how productive and lively the meeting has been.

President Jacobs asked the Secretary if there were any additional bills to be paid.  She indicated there were none.  Director Stapp motioned to pay the bills as presented.  Director Hayhurst seconded the motion.  Motion carried unanimously.

President Jacobs asked if there was any New Business to address.  Director Hayhurst asked about the status of the Security Camera system and whether or not we need to look into updating it.  The Secretary added that the back-up power supply still needs to replaced and President Jacobs said he would sign a check to help her get that purchased next week.

The next Regular Meeting was scheduled for Monday, February 24th, 2014 at 6:00 PM.  The meeting adjourned at 7:37 PM.

A Warning to Keep your Pets Safe!

A Barstow Heights resident has reported that she suspects that animals in her neighborhood (near Crestview and L street) are being poisoned.   So far, the only animals we believe have been affected have been stray cats and kittens.  A feral cat was taken to a local vet who did confirm that he suspected poisoning as well, but it was too late to save it.  While it is unknown whether the suspected poisoning was accidental or intentional and we don't want to cause unnecessary alarm, we would like to at least inform residents in the area of the potential danger and remind you to please continue to keep a close eye on all of your pets.  Please be careful not to allow them to wander away from the safety of your own home/property.  If you have seen anything suspicious you would like to report or have any further information or concerns to share with the public,
please don't hesitate to let us know. Thank you!

Minutes from 11/18 Meeting (approved 1/27/14)

BARSTOW HEIGHTS COMMUNITY SERVICES DISTRICT
REGULAR MEETING
November 18th, 2013

President Jacobs called the meeting to order at 6:15 PM and Director King led the group in the flag salute.  Directors Jacobs, King, Schendel, Stapp, and Wilkey were all present.  There were no guests present.

President Jacobs requested a motion on the Consent Items.  Director King motioned to accept the Minutes of the October 28th, 2013 Meeting, along with the Financial Report for October of 2013 as presented.  Director Stapp seconded the motion.  Motion carried unanimously.

The Correspondence was offered for review.  The Secretary was asked to update the Board of Directors about the Board Vacancies.  She confirmed again that Jeanette Hayhurst is set to be appointed as a new Director and that Daryl Schendel’s term of office does not expire this year as the Elections Office had originally notified us, but rather will continue his term of office until December of 2015.  She was directed to contact the Elections Office one more time to be certain that they have their dates corrected now and that everything is in proper order so that we can swear in our two new Directors during the next Regular Board Meeting in January of 2014.

H Street Park was addressed.  The Safety Check List from the City was reviewed.  The Secretary added that the City had just notified her that they removed two of the swings because of defective hooks that needed to be replaced but were not currently available.  Mr. Gerardi expected the replacement parts to arrive within a week or two, and will be able to replace the swings as soon as he has them.  Director Stapp reported that the Ground Squirrels seem to have been remedied, and may possibly just be hibernating, but that there are currently no new holes that need to be addressed.

Bid 13-04, the removal of one Cottonwood tree, two Elm trees, and a Creosote bush was discussed.  President Jacobs presented the two Bids, one from Town & Country Tree Service of Barstow and the other from R&J Tree Service of Apple Valley.  Director Schendel expressed his desire to continue hiring locally whenever possible.  Director Stapp wasn’t in agreement with hiring Town & Country based on past performance and because the competing Bid was so similar.  Director Wilkey expressed his desire to give the locally-owned business another chance and motioned to accept Town & Country Tree Service’s Bid of $5,350 and hire them to do the job.  Director Schendel seconded the motion.  Motion carried by majority vote with 4 Ayes in favor of hiring Town & Country Tree Service and 1 No from Director Stapp.  The Secretary was directed to write up a contract on our letterhead (that specifies that the the Tree Removal job be completed before Christmas) and get it signed right away so the work can begin.
Bid 13-03, the proposed Covered Picnic Areas, Tables, and Benches, was addressed.  The Secretary reported to the Board that CSDA had confirmed that Prevailing Wages weren’t required of the Contractor when she called to ask them about it.  (PLEASE NOTE: CSDA called the Secretary back again the next morning after the Board Meeting,  Tuesday 11/19, to let her know that she’d been given the wrong information, and that our District actually SHOULD require that Prevailing Wages be paid). President Jacobs asked for opinions and discussion about the three Bids that were received.  Director Stapp shared his opinion that he believes that any and all of the three Contractors would do a good job.  He knows each and has worked with all of them in some way before and finds it difficult to recommend any single Contractor more than the others.  The Board also agreed that the Bids were all so very close (within a less than 5% price difference of each other) and that all of the Contractors have well-established businesses and good reputations.  Director Wilkey suggested perhaps hiring Harris Construction because the owner/contractor resides in our Community.  Director Stapp asked if that would be out of compliance with the Conflict of Interest Code, but after some discussion the Board agreed that it wouldn’t be since no one is related to or has anything to gain from the decision.  They also agreed that it wouldn’t be fair to exclude Harris Construction from getting the job because of the owner’s residence either, but that the close proximity should only help the Contractor to have improved oversight of the job when the job site is so close to home.  Director King affirmed that he has been very pleased with previous work Harris Construction has done for him before.  Director Schendel stated that Harris Construction was the only Contractor he had ever worked with before and therefore can’t speak more highly about any of the others.  Director Wilkey motioned to accept the    Bid from Harris Construction for $65,112.00.  Director King seconded the motion.  Motion carried unanimously.  The Secretary was directed to notify Wade Harris and all of the other Contractors about the decision.

The Office Compound job (sprinkler system repair and weed removal) was discussed briefly.  President Jacobs and the Secretary confirmed that Unique Landscaping had been at the office the previous Friday and that they had trimmed the bushes and removed all of the weeds.  They weren’t certain if the sprinkler system had been repaired yet (it didn’t appear to be done), but John Heald would be calling the Secretary back soon to let her know for sure once he was able to confirm the status with his employees that were assigned to the job.

Venner Park was addressed.  The Safety Check List from the City was reviewed.  Low Wood Chips in the exercise area were the only deficiency noted and the Board agreed that we can plan to take care of that again in the early Spring.  President Jacobs reported that he just drove by to check and that the New Irrigation for trees on the North West side job still hasn’t been started like we were expecting.  He also reported that he had called Southern California Edison yesterday to report that the Street Light in the South East corner was out and was very pleased that they fixed it so quickly (it was on and working when he drove by tonight).  Director Wilkey mentioned that he noticed that the restrooms had recently been painted.  President Jacobs added that Mark Gerardi had called him a few weeks prior to ask if we had any more paint left in the color that had been used there previously since there was some new graffiti that needed covering.  We didn’t have any more so the City asked if it would be okay to use a different color paint (the standard color that they use for all of their other park restrooms) and President Jacobs agreed that would be fine, as it would just make the maintenance easier for them.

Director Stapp read the Safety Review Report.  Director Schendel motioned to accept the report.  Director King seconded the motion.  Motion carried unanimously.

The Board reviewed the draft report of the Audit.  President Jacobs moved to accept the Audit for FYE 6-30-13.  Director Stapp seconded the motion.  Motion carried unanimously.

The Policy and Procedure Manual was addressed.  The Secretary reported that she continues to make progress updating the Manual.  She provided the Board with the most current copy of the Purchasing Policy for their reference.  She also reported that she is now beginning to re-type a new and more thorough list of all of her Secretarial Duties to include in the Manual, as well as the General Manager Guidelines.  The Board requested that she also add to her list a new Policy on Prevailing Wages.

The General Manager reported that she continues to keep the Blog (BarstowHeights.blogspot.com) updated with the most recent Meeting Agendas and Minutes.  She looks forward to having pictures of the construction plans and progress to update the blog with once the big project at H Street Park gets going.  The Facebook page now has close to 100 followers, with no new activity to be reported.  She also reported that the Security Camera System here at the office was affected by a power surge and hasn’t been working.  She will need to call A2Z Lock & Security to come fix/re-set it in the coming week.

President Jacobs requested the Directors’ reports.  Director King said farewell since this will be his last meeting.  The Board encouraged him to stop by and visit at future meetings when he can.  Director Stapp thanked the Secretary for her work leading up to the meeting and acknowledged her improved preparation.

President Jacobs asked the Secretary if there were any additional bills to be paid.  She indicated there were none.  Director King motioned to pay the bills as presented.  Director Wilkey seconded the motion.  Motion carried unanimously.

The Board discussed whether to hold a Regular Meeting in December and they agreed that as per tradition, no meeting would be necessary.  The next Regular Meeting was scheduled for Monday, January 27th, 2014 at 6:00 PM.  President Jacobs motioned to allow the General Manager to pay the regular bills that come in during December.  Director Stapp seconded the motion.  Motion carried unanimously.  President Jacobs presented Director King with a framed Certificate of Appreciation and thanked him for his 10 years of dedicated service to the Board.  The meeting adjourned at 7:23 PM.

Minutes from 10/28 Meeting (approved 11/18/13)

BARSTOW HEIGHTS COMMUNITY SERVICES DISTRICT
REGULAR MEETING
October 28th, 2013

President Jacobs opened the meeting at 6:00 PM and the Secretary led the group in the flag salute.  Directors Jacobs, King, Stapp, and Wilkey were all present.  Director Schendel was not in attendance, but was expected to arrive shortly.  There were no guests in attendance.

President Jacobs requested that two items be added to the Agenda; the Safety Review Report and the new CD from the checking account.  President Jacobs requested a motion on the Consent Items.  Director Stapp motioned to accept the Minutes of the September 23rd, 2013 Meeting, along with the Financial Report for September of 2013 as presented.  Director King seconded the motion.  Motion carried unanimously.

The Correspondence was offered for review.  President Jacobs highlighted the Board Roster that was received from the Clerk of the San Bernardino County Board of Supervisors.  The Roster confirms that Jeanette Hayhurst is set to be appointed as a new Director in December 2013 and that Daryl Schendel’s term of office does not expire this year as the Elections Office had notified us, but rather will continue his term of office until December of 2015.  Once approved at the next meeting of the County Board of Supervisors, we can swear in our two new Directors during the Regular Meeting in either December or January of 2014.

H Street Park was addressed.  There was no Safety Check List from the City to review.  There was nothing new to report about the Ground Squirrel situation.  Director Schendel entered the meeting at 6:06 PM.  Bid 13-04, the removal of one Cottonwood tree, two Elm trees, and a Creosote bush was addressed.  President Jacobs was concerned that the one and only Bid received from Town & Country Tree Service did not list the job specifications correctly.  He wanted to be certain that they understand that the roots need to be removed 10 feet out from the base of the tree (20 ft. diameter), not a 20 foot circumference as their Estimate states.  Their Bid also doesn’t address whether or not they plan to remove any excess dirt that may be left.  The Secretary was directed to call T & C Tree Service to clarify the job specifications with them and to find out whether the Bid will remain the same price in light of these clarifications.  The Directors agreed that they would like to see more than one bid, so the Secretary was also directed to contact each of the other Tree Businesses that had received Bid requests from us by the end of the week.  She will ask each of them if they are still interested in the job and request that they provide a written estimate within the next week or two.  President Jacobs moved that Bid 13-04 be put on hold until further clarification is received from the bidders and that a Special Meeting may be called to address the Bids as soon as possible, if necessary.  Director Wilkey seconded the motion.  Motion carried unanimously.  Bid 13-03, the proposed Covered Picnic Areas, Tables, and Benches, was addressed.  President Jacobs suggested that since the project can’t move forward until the tree removal job is completed and because the Bids are still good for 60 days, that the Board wait to make a decision until the next meeting.  Concerns about whether requiring Prevailing Wages be paid as part of the job or not was also brought up.  The Secretary was directed to call LAFCO to find out for sure whether or not we are required to require Prevailing Wages be paid by the Contractors we hire.  Bid 13-03 was tabled until the next meeting when more clarification can be provided.  President Jacobs requested that the Sidewalks and Ramps to meet ADA be put back on the Agenda again next year after the Covered Picnic Areas job is complete.  The Secretary updated the Board that she did receive confirmation from the Secretary at Unique Landscaping that the Office Compound job (sprinkler system repair and weed removal) was put on the schedule and that they would be calling soon to let us know what date they will begin work.

Venner Park was addressed.  The was no Safety Check List from the City to review.  There was no further update from Unique Landscaping on the Irrigation for trees job, other than what was stated before; that we are on the schedule and they will let us know the date that they will begin the work soon.

Director Wilkey felt that the Benches at Venner Park were not yet of urgent enough importance due to all the other jobs we have yet to get completed.  The Secretary was directed to put it back on the Agenda again later once the current jobs are closer to completion. The Secretary was also asked to follow up on and get an update from Mark Gerardi on the status of the lights at Venner Park that still needed replacing/repairing.

The Policy and Procedure Manual was addressed.  The Secretary reported that she has found a few more things in the files and that she believes she has found all of the ordinances and resolutions that should be included.  She hasn’t found anything that addresses Prevailing Wage requirements, so perhaps a Board Policy can be written on that and be added once she gets an answer about whether or not we are required to require Prevailing Wages.

The General Manager reported that she keeps the Blog (BarstowHeights.blogspot.com) updated by continuing to post the most recent Meeting Agendas and Minutes.  The Facebook page continues to have 97 followers, with no new activity to be reported.  The Directors asked the Secretary to make sure that Kay Lovato starts including the website address along with the Monthly Meeting notification that is published the Desert Dispatch newspaper every month prior to the meeting.  The General Manager also let the Board know that she brought chocolate cake and milk for everyone to enjoy after the meeting to celebrate both Director Wilkey’s Birthday and the 56 year anniversary of when the District was formed.  It was formed exactly 56 years to the day (10/28/1957) from the day of the Meeting.  Finally, the General Manager reported that Desert Community Bank had contacted her to let us know that the documentation for the Certificate of Deposit (CD #5), an investment of $70,000 from the Checking Account for a term of 6 months at 0.125% interest, was ready to be signed.  President Jacobs directed the Secretary to go ahead and go sign the documents early this week and he would then stop by later to sign them by the end of the week.

Director Stapp read the Safety Review Report dated August 26, 2013.  Director Schendel motioned to accept the report so the Secretary could mail it to SDRMA.  Director Wilkey seconded the motion.  Motion carried unanimously.

President Jacobs requested the Directors’ reports.  Director Schendel reported that a pit bull had attacked some horses (near E Street) and that he was very concerned about it.  No one knew anything more about the incident.  President Jacobs reported that he has notified the County about the tree growing in the middle of the road as well as contacted County Code Enforcement about the trashed house that was discussed at the previous meeting.

President Jacobs asked the Secretary if there were any additional bills to be paid.  She indicated there were none.  Director King motioned to pay the bills as presented.  Director Wilkey seconded the motion.  Motion carried unanimously.

The Board of Directors went into an Executive Session at 6:57 PM, to discuss personnel.

The Board reconvened to Regular Session at 7:27 PM.  Director Schendel motioned that the Board allow the General Manager/Secretary to work up to an additional 16 hours per month, with pay, only as necessary, to operate the District, permitting that the GM/Secretary keeps concise records of any additional hours used to help her manage her responsibilities, including what she accomplishes during that time.  Director Stapp seconded the motion.  Motion carried unanimously.

The next Regular Meeting was scheduled for Monday, November 18th, 2013 at 6:00 PM.  The meeting adjourned at 7:29 PM.
