Minutes from 3/23/15 Meeting (approved 4/27/15)

REGULAR MEETING
Monday, March 23, 2015

President Jacobs called the meeting to order at 6:08 PM and Director Wilkey led the group in the flag salute. Directors Jacobs, Stapp, and Wilkey were present. Directors Schendel and Hayhurst were unable to attend. There were also no guests in attendance.

President Jacobs requested a motion on the Consent Items. Director Wilkey motioned to accept the Minutes of the February 23rd, 2015 Meeting, along with the Financial Reports for February of 2015 as presented. Director Stapp seconded the motion. Motion carried unanimously.

The Correspondence file was offered for review. President Jacobs highlighted a letter from SDRMA notifying the District that due to the Districts participation in their property/liability insurance program for 28 years, our agency will receive a longevity distribution credit on our 2015-16 renewal invoice, in the amount of $253.

Barstow Heights Park was addressed. The Safety Check List from the City was reviewed. There were no deficiencies noted. The report also stated that the City of Barstow had sprayed the weeds and wild grass inside and outside of the park with Razor Pro weed killer and Surflan pre-emergent mixed. Park Maintenance will also remove the creosote bush at the East end of the basketball court (as requested by the board) by the end of the upcoming week. President Jacobs reported that he had recently set off as many as six gas cartridges to control the Ground Squirrels. He will continue to work on keeping them under control. Director Stapp inquired about the email the Secretary had received and forwarded on to them recently (from critterbustersonline.com) that offers ground squirrel and gopher control. He asked the Secretary to please contact them to request a free estimate for the Directors to consider.

The outdoor Plaques to honor Mrs. Kelley and Ms. Davis were discussed briefly. The Board agreed that the Plaques had turned out nicely and they were very pleased with them. The exact location of Mrs. Kelley’s Plaque on a pedestal near the front (North) gate had already been determined at a prior meeting, but the placement of Dorothy Davis’ Plaque, as well as the planning of a dedication ceremony of some type was postponed for the Board to discuss again at the next meeting when more Directors are expected to be present.

The Long Range Plans for Barstow Heights Park were addressed. President Jacobs reported that the new stairs at the top of the ramp had been completed (on Friday 3/20) and that he was very happy with the job that John Rowe had done. Director Wilkey commented that he thought the handrails with skateboard deterrent knobs (welded on by Ellis Fence Company) are spectacular. All were impressed with how quickly the job was done. As far as the new Trees were concerned, President Jacobs reported that he had contacted Unique Landscaping for an estimate. He had met with the owner, John Heald, to discuss what the Board wanted several weeks ago. The Secretary received the proposed estimate by email just in time for the Board Meeting. Three trees with deep watering systems, as well as their exact locations were discussed. Mr. Heald had suggested that a large Cotton Wood tree be removed in order to locate a new tree in its place. The Board determined however, that they did not want the large shade-bearing tree removed for now, but rather preferred to move a nearby trash can instead, and plant one of the new trees in its place. President Jacobs motioned to approve the proposed bid of $2,225 from Unique Landscaping to plant three 24-inch “Modesto Ash” Shade Trees ($1,200), install one new Sprinkler Valve ($125), as well as install six 36” Subsurface Bubblers; a deep watering system that would include 2 bubblers per new tree ($900). Director Stapp seconded the motion. Motion carried unanimously. Wood Chips (for playgrounds at both Barstow Heights Park and Venner Park) were discussed briefly. Director Wilkey reported that he had walked around both parks to inspect them and felt that Wood Chip levels were adequate for now. He did suggest that the Secretary let Mark Gerardi know that the Wood Chips could use some raking to distribute them more evenly, especially where they have worn away under the swings and slides from being frequently trampled on. Director Stapp agreed that the Wood Chips could wait a little longer until a deficiency is noted and the need to replace them is more obvious. The price list for three additional picnic tables, barbecue grills, and trash cans (from PilotRock.com) was reviewed. The secretary had researched the item numbers and prices as was directed at the previous meeting, to provide the Board with a list and clearer idea of how much they would cost to purchase. The Secretary will put in an online request with the company for an estimate on the shipping costs as well, since shipping is by freight and can vary greatly depending upon the size/season during which the order is placed.

Venner Park was addressed. The Safety Check List from the City was reviewed. There were no deficiencies noted. The report informed the Board that Venner Park had also been sprayed for weeds and wild grass (inside and outside the chain-link fence) with Razor Pro weed killer and Surflan pre-emergent mixed.  The Board opted to discuss further the new Benches desired for Venner Park next month.

The Office Building and Compound was addressed. Director Stapp reported that he had looked at options for new lighting inside the office, and will continue to work on that improvement. President Jacobs reported that he would be picking up some weed killer from Home Depot to spray the yard outside and around the building. The Secretary is still looking at purchasing a paper shredder for the office. Director Wilkey suggested that she contact him before purchasing one, so he could tell her the make/model of the one that he is using at his office that is working well for them. The need for a new Bulletin Board will be addressed at the next meeting.

The Audit agreement for upcoming FYE 2015 was discussed. Director Wilkey reported that he had spoken with Chris from Charles Z. Fedak & Company on February 26th. He had asked Chris if the District was in any way financially bound to continue with them as the Auditor for the next year and Chris responded that he was not aware that we were in any way legally required to do so. Director Wilkey felt satisfied that the former contract is non-binding and that the Board is free to choose another Company to do the Audit, if so desired. Director Wilkey didn’t feel it necessary to contact Paul Kaymark with the new firm (The Pun Group) as planned, due to the answer he received from Chris. The Board agreed that it would be wise to make the final decision about which company to hire at the next meeting, when all of the Directors could be present to have their opinions heard before a vote is taken.

The maturity of two CD’s (ending in 8625 and 1164) were addressed. During the discussion the Secretary was able to confirm that the FDIC insurance coverage (of $250,000) applies to the checking and savings account balances combined, and not to each separate account and each CD is insured separately with its own insurance (not FDIC). Director Wilkey motioned to cash out the CD that matured on 3/22/15 (approximately $35,500), as well as, cash out the CD that will be maturing on 4/22/15 (approximately $70,000), and deposit those monies into the savings account to take advantage of a higher interest rate return (0.450%). President Jacobs seconded the motion. Motion carried unanimously.

Resolution No. 2015-1, the agreement to move the current election cycle from August of odd years to November of odd years, was addressed next. The Resolution was reviewed, approved, and adopted by the following roll call vote:

The Policies and Procedures items on the agenda were postponed until next month. The General Manager reported that she did complete her Ethics Compliance Training (AB1234) online on Wednesday, March 4th. She also reported that Debbie Bolton from Stewart’s Tax Service had been to the office on Wednesday, March 18th. She was able to reconcile all of the book-keeping for the past four months in about two hours. The Directors asked if the Secretary was happy with the QuickBooks program and her new method of keeping the books. She responded that yes, it has been a big improvement overall; her only complaint had been the challenges she had encountered with figuring out how to print checks. It turned out that the checks she had purchased were not compatible without the purchase of additional software and online banking access, so after much trial and error she ultimately discovered that she would need to order different checks directly from QuickBooks (that include the banking institution and account numbers already printed on them). She was encouraged to go ahead and get the correct checks ordered. She reported that she had printed out a “New Prevailing Wage Requirements – Fact Sheet” for each Director to review (for informational purposes). Finally, she reported on the progress she had made with getting the Edison Company to come out and upgrade/replace bulbs on the lighting (Street Lamps) at Barstow Heights Park. She will put in a request that a new Street Lamp be installed near the East end of Basketball Courts.

President Jacobs requested the Directors’ reports. Director Wilkey reported that his locked vehicle had been broken into (in his driveway) a week prior. No damages to the vehicle occurred and personal information was the only thing taken. He spoke to a Sheriff who told him that his had been the second vehicle break-in reported in the area that morning and it was only 8:30am. He suggested that the Secretary warn residents through the blog and Facebook to keep a closer eye out for suspicious activity and to not leave valuable items in their vehicles. Director Stapp reported that when he turned up N Street recently he noticed that alongside the road (about 8-10 feet in from the curb) all of the bushes had been mowed down on both sides, leaving only root stubs. It appeared that some kind of heavy equipment was used. He wondered if the County Roads department was responsible, if it had been in response to our concerns voiced last year about overgrowth obstructing the view of drivers, why they would clear the bushes on just that one street, and if more clearing is planned. President Jacobs commented that he was pleased to have observed that the County had been replacing/repairing some of the curbs with “hot mix” that were damaged by the flooding last August. Director Stapp also mentioned his concerns about a large tour bus parked on a property in the heights. The Secretary will try to get answers to his questions from the County Roads Department and Code Enforcement.

President Jacobs asked the Secretary if there were any additional bills to be paid. She indicated that there were none. Director Stapp motioned to pay all of the bills as presented. Director Wilkey seconded the motion. Motion carried unanimously. There was no New Business to address and no Executive Session needed. The next Regular Meeting was scheduled for Monday, April 27th at 6:00 PM. The meeting adjourned at 7:22 PM.

Monday, February 23, 2015

President Jacobs called the meeting to order at 6:02 PM and Director Stapp led the group in the flag salute. Directors Jacobs, Schendel, Stapp, Wilkey, and Hayhurst were all present. There were no guests in attendance.

President Jacobs requested a motion on the Consent Items. Director Schendel motioned to accept the Minutes of the January 26th, 2015 Meeting, along with the Financial Reports for January of 2015 as presented. Director Hayhurst seconded the motion. Motion carried unanimously.

The Correspondence file was offered for review. President Jacobs noted a letter from SDRMA notifying the District that there would be no increase in the cost of the insurance policy premium in the coming year. He also noted letters from SDRMA and the Association of San Bernardino County Special Districts that informed the District about their Board vacancies and upcoming elections. President Jacobs also shared an invitation and request for a donation from the Disabled American Veteran’s for an upcoming barbecue/event. The Board agreed that in spite of it being a worthy cause, the District would be unable to donate to any charities for now.

Barstow Heights Park was addressed. The Safety Check List from the City was reviewed. The report was clean; there were no deficiencies noted. President Jacobs reported that the Ground Squirrel activity appears to be increasing. He will continue to use the gas cartridges as necessary as the weather warms up and more holes start to reappear. President Jacobs asked the Secretary about the outdoor Plaques to honor Mrs. Kelley and Ms. Davis. She responded that she had been notified that they were done and had attempted to pick them up on Friday and again that day, but the engraver’s shop had closed early. She reported that she will definitely have them within the coming week. Director Hayhurst suggested that the Board begin planning the installation of and a dedication ceremony for the Plaques at the next month’s meeting. The Secretary was directed to add the item to next month’s Agenda.

The Long Range Plans for Barstow Heights Park were addressed. President Jacobs reported that he had met with Mark Gerardi about various improvements the Board is considering, including the possible construction of a stairway at the top of the new ramp. Mr. Gerardi was happy with the idea and felt that steps would most likely remedy the foot traffic up and down the dirt slope that he had been concerned about. He suggested that the slope be monitored after the addition of the new stairs to see if it alleviates the need for covering the slope with any kind of river rock and cement mixture, as he believed it would. As far as the new trees were concerned, Mr. Gerardi didn’t have any specific requests for what kind(s) trees be planted, but did ask that the Board consider adding a deep watering system for any new trees that are planted. President Jacobs explained that a deep watering system would consist of a round pipe with holes in it buried 5-6 feet deep, with a bubbler in the center/end of it. Director Hayhurst reported that she had contacted the landscape specialist at Mojave Water Agency to ask what kind(s) of shade-bearing trees are most recommended for our climate. Ash trees were among those suggested. Fruitless Mulberry trees were also mentioned as they are considered to be one the most shade-bearing types of trees (largest canopy). The Board members will continue to research options for trees (including how many and where to put them) and will discuss it again at the next meeting.

The Board discussed the Bid-Proposal/Contract from John Rowe of JDR Construction to construct the stairway previously mentioned. The wording of the contract made it uncertain as to whether the Bid-Proposal included just one hand rail or a set of two hand rails; one on each side of the stairs as President Jacobs had requested and discussed with him. The Board agreed that they wanted to go ahead and get the project started either way, that a hand rail should be included on the North side (at least), and that an additional hand rail could always be added later IF it had not already been included in the initial price/bid as it was believed to be. Director Stapp suggested that the hand rails should also include skateboard deterrent knobs, even if it increases the cost a little. Director Schendel motioned to approve the contract with JDR Construction for $4,700 to build the concrete stairs and install hand rails, allowing for a slight increase in the price to include the addition of the skateboard deterrent knobs, but not to exceed $4,999 total. Director Hayhurst seconded the motion. Motion carried unanimously. The Secretary was directed to add the replacement of Wood Chips at both Playgrounds on to the Agenda for discussion next month. The Secretary was also asked to research prices for 3 more barbecues, 3 picnic tables, and 3 trash cans (#4 on the long range plans list) as well as research prices/options for a shade canopy over the Playground area (#9 on the long range plans list). Director Wilkey asked that the Secretary also research pricing/options for adding another light pole (LED energy efficient) on the East end of the basketball court, as well as replacing existing lights in front of the office with LED bulbs.

Venner Park was addressed. The Safety Check List from the City was reviewed. The report was clean; there were no deficiencies noted. The Secretary was directed to also look up the prices of additional benches that might be installed around the playground area while she is researching prices for picnic tables at Barstow Heights Park. Director Wilkey will take measurements and let the Secretary know the dimensions of the Playground and Fitness areas (at both Parks) so she can research prices/options for the shade canopies there also. President Jacobs will ask John Rowe if there is any way to make the basketball court a little less slippery (sanding/acid?) just on the one side where it has worn smooth and slick. The Secretary was directed to ask Mark Gerardi what he thinks about the situation as well.

The Office Building and Compound was addressed. The Secretary reported that Terminix had come to do a termite inspection on Thursday, February 5th. The building passed the inspection and is termite free. The Board was not interested in considering the termite preventative options they were offering and trying to sell. The long range plans list was addressed next. President Jacobs had helped to check item number one off of the list already by purchasing five new padded folding chairs from Costco for the Directors seating. The Secretary had also purchased a new office chair for her use that would need to be assembled. Further upgrade ideas for the office building and compound were discussed. The Secretary will update the list and cross items off as they are completed (with strikethrough type so the Board can still read what has been done). She will provide each Director with an updated copy to refer to at upcoming meetings.

The Audit agreement for upcoming FYE 2015 was discussed. The Board agreed that they needed more time to research the situation further before deciding whether to continue with Charles Z. Fedak & Company (previous firm hired) or to stay with Paul Kaymark, the former auditor with Fedak & Company, who recently began working with a new firm (The Pun Group). Director Wilkey will call Paul Kaymark to discuss further a few questions that were brought up.

Form 700 was addressed next. Directors were given their copies to review and sign or notify the Secretary if any corrections needed to be made. The Secretary will submit them to the County Clerk of the Board of Supervisors.

The Safety Review Report was read aloud by the Safety Coordinator, Director Wilkey. President Jacobs motioned to accept the Safety Review Report. Director Stapp seconded the motion.  Motion carried unanimously. The Secretary will submit the report to SDRMA.

The General Manager reported that she will be completing her Ethics Compliance Training (AB1234) online on Wednesday, March 4th. She reported that, as directed, she had reimbursed herself for the mileage she drove to attend the Cal OES applicant’s briefing meeting in Rialto last November (140 miles at 57.5 cents per mile). She also reported that she had recently participated in a Conference Call with the San Bernardino County Elections Office. The County has proposed that all of the Special Districts that are set to have their Elections held in August 2015 (as we are), petition the County to have their Elections Consolidated to coincide with the November 2015 Elections. Doing this would reduce the cost that each District pays for their Election and the move to consolidate to just one Election Day this year (instead of two) would help the County cut their expenses and save money significantly as well. She will continue to stay in touch with the County Elections Office and follow their direction as to how to write up a Resolution for the Board to consider and pass at the next meeting. Director Hayhurst suggested that the Board petition to extend each of the Director’s terms for one year and request that the District be moved to even-year Elections instead of every odd-year. The Secretary will call the County to ask if that is also an option they would consider.

President Jacobs requested the Directors’ reports. Director Hayhurst reported that she had driven by to find and see the Smoke Tree that had grown back and was discussed at last month’s meeting. She was aware of a woman that does a presentation called “Saving the Ancients” who works to save native desert plants. Director Hayhurst had sent an email to ask if she would be willing to advocate for our Smoke Tree. She is hoping that with her help/influence the Board might be able to get the tree protected and/or relocated (if feasible) somewhere that it can be cared for properly and preserved. Director Wilkey had a question for the Secretary in regards to the current interest rates the District is getting on the Checking and Savings accounts. He also asked the Secretary to talk with Mark Gerardi to see if his crew would be able to remove the Creosote bush on the East end of the Basketball Court at Barstow Heights Park as well as repair the drinking fountain that was currently not working.

President Jacobs asked the Secretary if there were any additional bills to be paid. She indicated that there were none. Director Schendel motioned to pay all of the bills as presented. Director Wilkey seconded the motion. Motion carried unanimously. There was no New Business to address and no Executive Session needed. The next Regular Meeting was scheduled for Monday, March 23rd at 6:00 PM. The meeting adjourned at 7:29 PM.

Park Reminders!

As Spring approaches and the weather begins to warm up, we start to see a big increase in the number of people who visit our Parks each day. We LOVE to see our Parks being enjoyed by so many children and adults! Here are some photos we took recently to show you what makes us smile...

are now much easier to get to with your wheelchairs, strollers, and rolling ice-chests!

Three separate shaded picnic areas at this location means lots of room for
multiple gatherings/events to take place at one time.
This park also features a large playground area for the children, fitness stations,
a basketball court, beach volleyball court, and horseshoe pits.
 
We thought it would be a good time to remind our guests about our Park Rules and Regulations as well as answer your most frequently asked question. Our office gets the most phone calls from park visitors inquiring about how to make reservations to use one of our Parks and whether or not we have water/electricity hook-ups available.
 
At this time, we do NOT take reservations for our Parks. They are always free and open to the public on a "first come, first serve" basis. We also do not have water/electricity hook-ups available. Those who rent/bring in bounce houses, laser-tag arenas, and other such forms of entertainment are responsible for bringing their own generators/air compressors if power is needed.

Minutes from 1/26/15 Meeting (approved 2/23/15)

Monday, January 26th, 2015

President Jacobs called the meeting to order at 6:01 PM and Director Schendel led the group in the flag salute. Directors Jacobs, Schendel, Stapp, Wilkey, and Hayhurst were all present. There were no guests in attendance. President Jacobs noted a small change in the Agenda as published; he requested that the Board address the “Long range plans” for both parks and the office compound as one item of business, to be discussed after “Office Compound” on the Agenda.

President Jacobs requested a motion on the Consent Items. Director Schendel motioned to accept the Minutes of the December 3rd, 2014 Meeting, along with the Financial Reports for November and December of 2014 as presented. Director Wilkey seconded the motion. Motion carried unanimously.

The Correspondence files were offered for review. There were two separate files for the Directors to browse through, one for items received by mail/email in December and one for items received in January. President Jacobs highlighted a letter received in late December from the County Auditor-Controller/Treasurer/Tax Collector. The letter informed the Board that the Allocation money that the District can expect for FY 2014-15 would be $58,097.83.  Director Hayhurst also mentioned an email in the file received from our current Auditor, Paul Kaymark, that notified the Board that he has left the firm that he was with (Charles Z. Fedak & Company), which as a result leaves the Board of Directors needing to make a decision about whether to stay with the previous firm or to re-hire the person (Paul Kaymark) at his new firm, to handle the next Audit. The Secretary was directed to add the item to next month’s Agenda.

Barstow Heights Park was addressed. The Safety Check List from the City was reviewed. The report indicated that there were no deficiencies noted and that the grass had recently been fertilized with Nitra King, as well as the turf Aerated. The Ground Squirrels continue to be scarcely seen, but President Jacobs will continue to use the gas cartridges as necessary, especially as the weather warms up and more holes start to reappear. Director Stapp reported that a patient of his recently told him that they really liked all of the new improvements made at the Park. This person also said that she had only one complaint about the park ever, and that was that she noticed that during the Summer, the ants were horrible. This was the first time any of the Directors had been made aware of an ant problem. The Secretary was directed to ask Mark Gerardi if he has any suggestions for us and look into further options we can try to reduce the ant population as the weather warms up and they begin to increase.

The Secretary updated the Board about the newest development with the Plaques (Outdoor Plates; 12x12” engraved aluminum alloy) to honor Mrs. Kelley and Ms. Davis that had previously been approved by the Board and ordered. She had just been informed that the prices originally quoted were incorrect, so the Board would need to discuss and consider the item again (with the price increase) before they could proceed with finalizing the order/production of them. President Jacobs motioned to accept the purchase of the two Plaques as presented with the revised price ($427.81 each, which includes the cost of sales tax and shipping). Director Hayhurst seconded the motion. Motion carried unanimously.

President Jacobs was happy to report that the power pole anchor that had been installed and was blocking the back entrance to the Basketball Court had been moved. He wasn’t certain who to give all of the credit to for fixing the issue, but the Secretary first noticed that the anchor had been moved when she arrived at the office on Tuesday morning, January 20th. President Jacobs did leave a message with the Edison Company to thank them and will also be thanking Bill Little with the County Roads Department (in person next week at the High Desert Special District Meeting), for his response and whatever he did that worked to help get it handled.

President Jacobs asked the Secretary for an update on the status of the paint to cover graffiti on the new shade canopies that Mark Gerardi, City Maintenance Supervisor, had requested. She reported that she had purchased one gallon (of Behr Marquee Exterior Flat, color 780C-3 Ocean Pearl) and notified Mark that she has it ready for them to use. She was directed to lock it up in the utility room, so park employees can access it, but to request (and write it on the can with a sharpie marker) that they leave it on site (not on their maintenance trucks), so it doesn’t accidentally end up getting used elsewhere.

Venner Park was addressed. The Safety Check List from the City was reviewed. The report indicated that there were no deficiencies noted and that the grass had recently been fertilized with Nitra King, as well as the turf Aerated. Director Wilkey suggested that the other Directors stop by and see the new retaining wall and slab of cement that John Rowe (JDR Construction) completed recently. Director Wilkey was very pleased with the work that was done and the improved appearance and added safety it provides.

The Office Building and Compound was addressed. Director Jacobs asked the Secretary if she had been able to reach B.E.S.T. Opportunities about coming to remove the weeds outside of the office building. She replied that yes, they are scheduled to come and do the work again on the morning of Wednesday, January 28th.

The list of Long Range Plans for improvements to both parks and the office compound were addressed. The Board reviewed the list together, adding more detail to some of the items and sharing some new ideas they wanted to add to the list. The Secretary will type up an updated complete list and provide each Director with a copy to refer to for the next meeting.

The Board reviewed the final hard-bound copies of the Audit report for FY 2013-14 that was completed in December. They were pleased and impressed with the report, including how much easier it was to read and understand, as well as the great service provided by the Auditor Paul Kaymark. Director Stapp motioned to accept the final Audit as presented. Director Wilkey seconded the motion. Motion carried unanimously.

The Safety Review Report was read aloud by the Safety Coordinator, Director Wilkey.  Director Hayhurst motioned to accept the Safety Review Report. Director Schendel seconded the motion.  Motion carried unanimously.  The Secretary will submit the report to SDRMA.

The maturity of Bank CD’s was addressed next. The Secretary provided the Directors with a file folder that included printed statements from each of four different local banks she had visited, so the Board could compare the variety of account options and interest rates that are currently available. The research revealed that the savings/money market account the District currently holds is yielding the best possible local interest rate available at the time (0.45% as long as a $100,000 balance is maintained). The system of having various “laddered” CD accounts had been working, but because the savings account was now yielding a lot more interest than the CD’s were, the Board agreed that moving CD funds to the savings account as each CD matures would likely be the best strategy to consider for now. Questions were raised about whether or not all funds in each of the separate accounts at one bank are fully insured by the FDIC (believed to be up to $250,000 of protection per official custodian). Director Hayhurst will research it more and the Secretary will also ask the bank some of the questions raised (like what constitutes an official custodian?) to be certain that all of the money the District has is safe and fully insured. The Board will discuss again and determine whether or not to cash in the next CD (that will mature March 22nd) at the Board Meeting in March 2015.

The General Manager reported that all of the Board Members are current with their Ethics Compliance Training (AB1234) Certifications. She, however, will be taking the course again soon because her certificate has expired. The Secretary explained a new record-keeping procedure that the Auditor instructed her to begin doing back in December. She now has a spreadsheet she will be using to keep track of the property tax incomes that are received from the County. She will be marking/totaling the receipts with a red pen and categorizing the funds according to whether they are income received for the current year or back taxes from prior years. This was something the Auditor had done for the District in order to complete the Audit, but it will now be her responsibility to maintain. She was also happy to have finally received the new printable checks, so she can begin printing (instead of hand-writing) checks to pay the bills using QuickBooks. She also reported that she was following up with Cal OES to confirm that they did receive the Resolution (Form 130) that the Board passed at the December Meeting, since she had received a letter in January stating that they hadn’t received it, when she had in fact submitted it to them in early December. President Jacobs asked her if she had reimbursed herself for the mileage (she drove) to attend the Cal OES meeting in Rialto yet. She hadn’t, but the Board encouraged her to be sure to do that. President Jacobs then asked her to work on getting the Policies and Procedures that need reviewing/updating back on the Agenda for next month. President Jacobs also directed her to plan on enrolling to take the Records Retention & Management training webinar that is being offered by CSDA online again on April 15th, 2015.

President Jacobs requested the Directors’ reports. Director Stapp reported that in December he learned surprising news from Mrs. Tricia Sheppheard; that the Smoke Tree they were so upset had been destroyed (believed to have been run over/cut down by County Roads department crews two years ago), has grown back, is now about 7 feet tall, and expected to bloom again soon (located on the South side of Crestview between O and P streets). They were so excited to see it come back and are hoping the County will allow it to stay and be protected or to be removed and planted where it can be cared for.

President Jacobs asked the Secretary if there were any additional bills to be paid. She indicated that there was one ($93.48 to Verizon). Director Wilkey motioned to pay all of the bills as presented. Director Hayhurst seconded the motion. Motion carried unanimously. There was no New Business to address and no Executive Session needed. The next Regular Meeting was scheduled for Monday, February 23rd at 6:00 PM. The meeting adjourned at 7:28 PM.
